2. THE ETC’S
NOVEMBER 2022
REPORT: DEGREE
OF URGENCY
The report published by the Energy Transitions
Commission (ETC) in November 2022 identified three
priority areas in terms of accelerated progress.
3. Closing the Ambition Gap
The ETC recommends that this can be
achieved via more ambitious country tar-
gets through bolstered Nationally Deter-
mined Contributions (NDCs). These should
reflect actions specific to each country and
the potential impact of commitments rela-
ting to the sector.
Closing the Implementation Gap
Targeted policies and company actions
could close the ‘implementation’ gap to fur-
ther drive real-world progress across the
critical sectors of methane, power, defores-
tation, heavy industry, road transport, and
energy efficiency.
Closing the Financing Gap
The report recommends that this should
particularly focus on low and middle-inco-
me countries to reduce emissions as soon
as possible. The report suggests that at least
$300 billion could be required per annum to
end deforestation, support early coal phase
out, and remove carbon dioxide in a scenario
where sufficient action from industry and po-
licy isn’t taken.
