强调图书馆基本功能：让想进图书馆的人自由进来，让进来想看书的人能看到书
Highlighted the basic functionality of the library: Everyone who wants to read can enter the library and
access the book of one’s interest.
强调对弱势人群的关注：图书馆的产生，是为中产阶级的需求服务的。但是我花了很长时间才
理解图书馆为什么要为弱势群体服务。服务最微不足道的人群，就是服务全体人群。
Highlighted the attention to underprivileged population: The birth of the library comes from the needs
of middle class. Only after a long time did I understand why the library needs to serve the
underprivileged population. When we serve the lowest class well, we effectively serve the whole class.

1.代表台湾当局到贝里斯，中美洲国家的唯一一所大学的图书馆作自动化服务，KOHA 也是远

The balance between security and openness: is vital for Evergreen libraries. Due to the lack of security
management and system, our libraries tend to run in a closed fashion. To run in a open fashion, we
need low-cost security management.

1.自动化之后，除了提供基本借还书的服务，主动向社区延展，如 1）服务儿童阅读需求 2）农

1. After automation, besides the basic service of book circulation, actively extend to serve the
community, e.g. 1) Children’s reading needs 2) The needs from the farmers about the technology and
marketing information.
2.相应组织结构：research arm 研究部和 execution arm 执行部。 研究部不断总结模式和评估方
式，分析评估数据，改进项目执行方式。执行部不断将研究部的成果在实践中检验和调整。
2. Organization structure for these services: research arm and execution arm. The research arm keeps
summarizing model and evaluation methodology, analyzing the evaluation data, improving the
execution. While the execution arm keeps applying these models and methodologies into practice and
adjusting them.

第一步：基础设施到位，硬体、软体、资讯、宽带
Step 1: Infrastructure setup (including hardware, software, inforation and broadband of internet access)
第二步：资料库的建设，整合各方资源。优化信息质量、查找效率和易用性
Step 2: Information database development, integrating resources. Focus on improving information
quality, search efficiency, and usability.
如金农工程，包含市场信息和技术信息，以 FAQ 等形式呈现。各级政府相关部门建设。（利用
率多高？在信息针对性和易用性上如何？）
e.g. Golden agriculture project done by different levels of government, including both technology and
marketing information, in the form of FAQ etc. How is its usage rate? Is the information provided to
the point and easy to use?
第三步：根据农村人群结构和信息接收能力差异，确定信息传播方式。
Step 3: Approach of information dissemination decided by the structure of the rural population and
different levels of information receptivity.
比如，村里教育水平较高的年轻人和致富能手作为资讯代理人。台湾农会是担当这一角色。随
着农民工返乡，农村人群结构和信息接受能力会发生有利的变化。

4. E.g. use the young generation with better education and the wealth-builder as information agent. In
Taiwan, the agriculture association plays this role. Along with the recent change that many migrant
workers go back to the countryside, the structure of the rural population and their level of information
receptivity may also change in a positive direction.

Understanding the information needs of rural community:
邱奉捷同学提到在她家乡附近的湖南农村，因为农民只耕种自己的一亩三分地，其余时间很
闲，看起来农民的信息需求多是娱乐方面，电视，麻将。图书室实际上是娱乐中心。
Fengjie Chiu mentioned that in the countryside of HuNan provice – her hometown, because farmers
only need to care about a few acres of land, they are idle the rest of time. Their information needs
shown are mainly entertainment, centered around TV and playing MaJong. The library is in fact
entertainment center.
张昱反馈：要剖析农民现有的信息需求和潜在的信息需求。信息需求与生活方式相关。如果农
民希望改变只种一点田、解决口粮的生活，通过其他方式致富，或经商，图书馆可以去激发引
导这一部分潜在的信息需求，进而对农民的生活方式产生间接影响。
Feedback from Yu Zhang: We need to analyze the current information needs and potential information
needs. The information need is closely related to life style. If the farmers there want to change the
current life style (a few acres for their basic food), and make more money by other means (post-process
of produces, small business, big scale agriculture, etc.), the library can be used to trigger and lead these
potential information needs, and indirectly affect the life style of farmers.
调研评估：Survey and Evaluation:
调研了解需求，评估效果以改进做法是很重要的工作组成部分。希望高校老师学生能帮助青树
建设评估。
Surveying the needs, and evaluating the results is an important component of our work. Hope the
academic folks can help Evergreen build this component.
图书馆可持续发展：Library Sustainable Development
高校和 NGO 只能做到发现和分析问题，为政府提供策略建议。
The academia and NGO can only discover and analyze problems, and provide suggestions for
government policies.
政府合作：Cooperation with the Government:
王秀粉提出与政府合作的问题。
Xiufen Wang raised a question about cooperation with the government.
张昱回应：NGO 是政府工作的补充。政府是粗放推广成功模式以求效率。高校和 NGO 是通过
观察调研发现已有模式的问题，改进和研究创新模式，向政府提供有关模式改进和新模式的建
议。

5. Yu Zhang response: NGO’s work is a supplement of government work. The government normally will
propagate a success model in a coarse granularity for efficiency. The academia and NGO tend to
discover the issues about the existing model via observation and evaluation, improve and research
innovative models, and provide suggestions to the government regarding model enhancement and new
models.
所以和政府的合作要争取利用政府的行政资源和专家资源，在模式的积累方面互通有无。
So our cooperation with the government is mainly to use the administrative resources and expert
resources of the government, also learn from each other about the knowledge and experience of various
models.
