1. Duties and responsibilities of LWO
Some duties and responsiblites are prescribe under factory act 1948. that are.
1) to Act as a negotiating officer.
2) To shape and formulate labour olice
3) to estab contact.
4) to deal with wages and employment.
5) To prevent from anti social activites.
6) to bring about peacefull settlement.
7) to comply with provision of factory.
8) to promote relation between teh factory and warers .
9) to encourage formation of committes.
10) to secute provision of aminites.
11) To help factory managment in regulation Leave.
To) to secure welfare provisions.
13) To advice factory managmetn.

(i) to establishcontactsandholdconsultationswith aview tomaintainingharmoniousrelations
betweenthe factorymanagementandworkers
(ii) tobringto the notice of factory management,the grievancesof workers,individual aswell as
collective,withaviewtosecuringtheirexpeditiousredressandto act as a LiaisonOfficerbetween
the managementandlabour
(iii) tostudyandunderstandthe pointof view of labourinorderto helpthe factorymanagementto
shape and formulate labourpoliciesandtointerpretthese policiestothe workersinlanguage theycan
understand
(iv) toadvise onthe fulfilmentbythe concerneddepartmentsof the factorymanagementof obligations
statutoryor otherwise concerningthe applicationof the provisionsof the FactoriesAct,1948 and the
rulesmade thereunderandto establishliaisonwiththe Inspectorof Factories,andthe medical services
concerningmedical examinationof employees,healthrecords,supervisionof hazardousjobs,sick
visitingandconvalescence,accidentpreventionandsupervisionof safetycommittees,systematicplant
inspection,safetyeducation,investigationof accidents,maternitybenefitsandworkmen's
compensation;
(v) to advise onfulfilmentbythe managementandthe concerneddepartmentsof the factoryof their
obligations,statutoryorotherwise,concerningregulationof workinghours,maternitybenefit,
compensationforinjuriesandsicknessandotherwelfare andsocial benefitmeasures;
(vi) toadvise andassistthe managementinthe fulfilmentof itsobligations,statutoryorotherwise
concerningpreventionof personal injuriesandmaintainingasafe workenvironment,insuchfactories
where a SafetyOfficerisnotrequiredtobe appointedunderthe enablingprovisionsunderSection40-B
(vii) toencourage the fonnationof worksandjointproductioncommittees,co-operative societies,and
welfare committeesandtosupervisetheirwork
(viii) toencourage provisionof amenitiessuchascanteens,sheltersforrest,creches,adequatelatrine
facilities,~rigwater,sicknessandbenevolent scheme payments,pensionandsuperannuationfunds,
gratuity,payments,grantingof loansandlegal advice toworkers
(ix) tohelpthe factorymanagementinregulatingthe grantof leave withwagesandexplaintoworkers
the provisionsrelatingtoleave withwagesandotherleave privilegesandtoguide the workersinthe
matterof submissionof applicationsforregulatingauthorisedabsence;
(x) to advise onprovisionof welfare facilitiessuchashousingfacilitiesfood-stuffs,social and
recreational facilitiesandsanitationandonindividualpersonalproblemsandonthe educationof
children;
(xi) toadvise the factorymanagementonquestionsrelatingtotrainingof new starters,apprentices,
workersontransferand promotion,instructorsandsupervisors;supervisionandcontrol of
notice boardand informationbulletins;tofurtherthe educationof workersandencourage their
attendance attechnical institutes;
(xii) tosuggestmeasureswhichwillserve toraise the standardof livingof workersand ingeneral,
promote theirwell being;
(xiii) Welfare Officersnottodeal withdisciplinarycasesorappearon behalf of the managementagainst
2. workers.,- NoWelfare Officershall deal withanydisciplinarycase againstaworkeror
appearbefore a conciliationoffice,orina Court or Tribunal onbehalf of the Factorymanagement
againstany workeror workers
