COOPERATIVE OVERVIEW
What we do AFFIRE do financial intermediation operations
through its microfinance center. It also
ventures in business operations by
establishing an integrated coconut processing
plants and a generics pharmacy.
AFFIRE Integrated Coconut Industries (AICI)
produces coco fibers, coco peat, twines,
ropes, geo-textiles (coco nets) and white
copra (desiccated coconut).
AFFIRE Generics Drug (AGD) sells affordable
pharmaceutical products catering the medical,
nutritional and health needs of the low income
sector in the society.

Our Goals a. To help strengthen the organization and

training, savings, insurance and lending

member-cooperatives in alleviating the
living condition of the general
membership;
d. To replicate successful business showcases
or models in areas where there are no
existing member-cooperatives as a
prelude to inviting non-member
cooperatives to join the federation and
manage the business, or to organizing
new cooperatives to handle the business;
e. To disseminate information and provide
avenues to educate the members of the
primary cooperatives and groups on
various issues that affects growth and
development of the local economy and the
Filipino nation;
f. To provide fora and mediate organizational
and operational issues which hinder the
growth and development of the member-
cooperatives;

COOPERATIVE HISTORY
Agribusiness Federation of Financial Intermediaries for Rural Empowerment
(AFFIRE), formerly known as Audit Federation of Financial Intermediaries in
Region Eight (AFFIRE), was founded last August 13, 1999 by twelve (12)
primary cooperatives coming from the provinces of Leyte and Southern Leyte.
These cooperatives had been into Member-Savings Operations (MSO) under the
assistance of LANDBANK of the Philippines (LBP) together with the German
Agency for Technical Cooperation (GTZ). With the commitment to further
improve their financial intermediation operations, they bonded together giving
birth to the establishment of AFFIRE.
With an asset of a hundred thousand pesos coming from the paid up capital
contribution of the cooperatives, the federation started working on the
registration paper with the Cooperative Development Authority (CDA) and was
accomplished last July 4, 2012. They had also conducted some training activities
to few member-cooperatives. Moreover, in order to increase the revenue and to
hasten the installation and upgrading processes of financial services of primary
member cooperatives, the federation opted to engage in Savings and Lending
operations. The decision was made during the Special General Assembly last
December 16, 2000.
In December 2003, the federation decided to start the savings and lending
operation which later evolved into the Micro Finance Center (MFC) of the
federation. This had been successful but it was seen as a threat to the existence
of savings and lending operations of its member cooperatives. Thus, major
adjustments were made by the federation during the Special General Assembly
last December 23, 2004.
During the 6th General Assembly, the federation agreed to broaden its vision
and widen its scope from Eastern Visayas region to Visayan and Mindanao

regions. The federation was also renamed from Audit Federation of Financial
Intermediaries in Region Eight to Agribusiness Federation of Financial
Intermediaries for Rural Empowerment (AFFIRE).
Last December 10, 2005, the federation invested in a new business. A pharmacy
named AFFIRE Health Plus Pharmacy, now AFFIRE Generics Drug (AGD) was
established. It is aimed to cater the low-income sectors in the society by selling
affordable pharmaceutical products.
In June 2008, the federation realized its mandate of moving towards
agribusiness by engaging in coconut coir business. Three (3) coco coir plants
were then constructed with the assistance of the Foundation for Sustainable
Society, Inc. (FSSI). These plants were established in Brgy. San Salvador,
Matalom, Leyte; Brgy. Talisay, Bontoc, So. Leyte; and Brgy. Calzada, Javier,
Leyte. However, only the plants in Matalom and Bontoc are operating at
present. These coco coir plants are originally producing geonets, baled fibers,
and coco peat.
With the support of German Agency for Cooperation (GTZ) and SC Global Coco
Products, a private –public partnership, the White Copra Processing project was
launched last June 20, 2009. This resulted to the production of white copra.
At present AFFIRE is moving forward towards the achievement of its goal which
is to empower the rural communities by giving employment to the locals. In
fact, AFFIRE has already employed almost a hundred individuals. Moreover, it
continually strengthens its agribusiness operation in order to give the best to the
clients.

AFFIRE Generics
Drug (AGD) Formerly known as AFFIRE Health Plus
Pharmacy, AGD is a business enterprise
designed to cater the medical, health and
nutritional needs of members and
surrounding communities. With
affordable, alternative, and available
pharmaceutical products, its goal is to
help the low income sectors in the
society.
The pharmacy is strategically situated at
the ground floor Building A, of Ormoc
Public Market.
AFFIRE Integrated
Coconut Industries (AICI)
AICI is a newly established agribusiness
venture whose aim is to produce value-
added products like coco nets, plant
liners, baled fibers, coco peat, organic
fertilizer, dessicated coconut and virgin
coconut oil to be sold to domestic and
export markets. This business is in
partnership with the Foundation for
Sustainable Society, Inc. (FSSI), Soriano
Multi-Purpose Fibers Corporation and SC
Global Coco Products.
At present, AICI has two (2) coconut
processing plants located in Matalom
(Leyte) and Bontoc (So. Leyte). These
plants are currently producing coco fibers,
coco peat, twines, ropes, geo-textiles and
white copra.

Micro Finance Center
(MFC)
Started in 2004, the center provides
financial services mostly to vendors located
in Ormoc City Public Market. With the
establishment of the other business
ventures, the services are further expanded
to cater to the financial needs of the
employees.
Cooperative Support
Services Program (CSSP) It handles the technology transfer
services and capability building activities
of the federation. Its services include
audit, education and information,
seminar-workshops, trainings and
consultancies for the member-
cooperatives, people’s organizations, and
non-government organizations.

AFFIRE Lumber
Processing
A continuation of Shelter Restoration
Assistance Project (SRAP) organized by
AFFIRE, Philippine Coconut Authority (PCA),
and the United Development Programme
(UNDP) after typhoon Yolanda devastated
Visayas last November 8, 2013.
The project’s mission, now AFFIRE Lumber
Processing (ALP) mission, is to help survivors
restore their damaged houses, convert fallen
trees from timber to high quality lumber, and
create jobs for the survivors. The project also
helps the farmers clear their agricultural lands
restore their land-based livelihood and
prevent the possibility of rhinoceros beetle
infestation.
