COO EIT URBAN MOBILITY. Full-time position at EIT Urban Mobility HQ in Barcelona
1. EIT Knowledge and Innovation Communities bring together businesses (industry and SMEs),
research centres and universities as partners, creating a favourable environment for creative
thought and innovation to flourish, allowing innovative products and services to be developed in
every area imaginable, including climate change, healthy living and active ageing, new
companies to be started, and a new generation of entrepreneurs to be trained. They carry out a
whole range of activities that cover the entire innovation chain – including training and education
programmes, reinforcing the journey from research to the market, innovation projects as well as
business incubators and accelerators. Innovation Communities have been conceived so that they
are able to react in an effective and flexible way to new challenges and changing environments.
EIT Urban Mobility is a consortium of 48 partners from 15 countries dedicated to accelerating
solutions that improve our collective use of urban spaces, while ensuring accessible, convenient,
safe, efficient, sustainable and affordable multimodal mobility. EIT Urban Mobility’s objective is
to rethink urban spaces, overcoming fragmentation by integrating all urban mobility players –
including cities and citizens – and increasing social inclusion and equality.

Full-time position at EIT Urban Mobility HQ in Barcelona
About the position
The Chief Operations Officer (COO) is responsible for overseeing the day-to-day administrative
and operational functions of the EIT Urban Mobility. The COO reports directly to the Chief
Executive Officer (CEO) and focuses on executing the organisation’s business plans, according to
the established business model.
Overarching assignments:
• Lead the implementation of EIT Urban Mobility legal, operational and financial processes,
• Organize the process to elaborate on and approve business plan and the subsequent
operational execution and reporting,
• Maintain and continuously improve operational and reporting structures in alignment with
EIT requirements,
• Maintain suitable ERP (Enterprise Resource Planning) and financial IT (Information
Technology) systems,
• Ensure appropriate financial and budgetary management of EIT Urban Mobility Legal Entity
and its assets.
Key responsibilities:
• As a member of, work with the Management Team to develop and deliver the strategic
frameworkof EIT Urban Mobility,
• Organize and oversee the process to elaborate and approve business plan including
budgets andportfolio distribution and itsoperational execution,
2. • Work closely with the individual Activity leads and with all Innovation Hub Directors to
ensure optimal synergies,
• Maintain and continuously improve operational and reporting structures in alignmentwith
EIT requirements,
• Lead the EIT Urban Mobility Legal Entity operations and oversee its staffing,
• Select, implement and maintain suitable ERP and financial IT systems,
• Ensure optimal internal information flows (organization, accessibility, and security)
• Ensure appropriate financial and budgetary management of EIT Urban Mobility KIC
• Oversee the development of the EIT Urban Mobility internal and external communication
strategies,
• Ensure appropriate legally correct handling of EIT UM LE operations, obligations,
agreements and finances,
• Oversee the legal, operational and financial aspects of the EIT UM Innovation Hubs and
other potential subsidiaries,
• Ensure full compliance of EIT UM yearly business plans and reports with EIT guidelines for
allactivities (education, business creation, innovation, as well as management and
operatingprocesses),
• Ensure that the budget and financial reports fulfil both short and long term EIT
requirements,
• Together with the CEO and the Management team, the COO develops and implements the
organization’s strategy with a focus on the internal/organizational and business processes,
• Makes sure all reporting requirements (for EIT, Partner Network, Supervisory Board) are met
on time by effective use of resources,
• Manages operational relationships with EU institutions that will impact EIT Urban Mobility
operations,
• Prepares and manages all Governance processes and deliverables,
• Supports the process of making Urban Mobility financially sustainable and acts as an active
member of the Urban Mobility task force for “Financial Sustainability”,
• Coordinates and oversees the annual business planning process and the management of the
grant cycle with a team of project managers that are focused on Grant Cycle Management,
• Ensures that the organization has sound and transparent financial and budgetary operations
and management,
• Manages, develops and reports on KPI’s, Balanced Scorecard and strategic achievements,
• Oversees the overall quality of the operational processes,
• Supports the Supervisory Board in preparation of the Partner Meetings and act as the
Secretary at Supervisory Board Meetings.
Candidate profile:
• Extensive experience working in a financial role with increasing levels of responsibility,
• Strong experience of financial and management reporting,
• Knowledge of accountancy and business process software,
3. • Excellent communication and interpersonal skills, including ability to clearly communicate
with members of the research staff,
• An ability to work under time and workload pressure, prioritise and deal with a high number
of demands in a short space of time,
• Excellent attention to detail,
• Excellent command of spoken and written English; knowledge of Spanish and/or Catalan, a
third language is an asset.
• Experience of or working within the urban mobility sector.
Appointment and salary
We offer a fulltime job with attractive salary and benefits. The aim is to ensure a permanent
COO of EIT Urban Mobility in place by 30 June 2019.
Location
The role location will be Barcelona (Spain), with regular travel to the CLCs, the 48 partners across
15 EU countries and other stakeholders. The COO will need to assure a minimum presence at
the head office in Barcelona. Having a permanent residence in Spain is not a requirement.
