9. PARTNERSHIP
AGREEMENTS
| EU Member States are required to draw up and implement
strategic plans with investment priorities covering the five ESI
Funds.
| These Partnership Agreements (PAs) are negotiated between the
European Commission and national authorities, following their
consultation of various levels of governance, representatives from
interest groups, civil society and local
and regional representatives.

10. MAXIMUM
AID PERCENTAGES
| The map covers areas with a population of 3,314,470 which represents
29.95% of the total Belgian population. It covers the Province of Hainaut in
its entirety and a number of smaller zones containing 8% of the Belgian
population in the Flemish Region, 8% in the Walloon Region and 1.89% in
the Brussels Region.
| The map will be in force between 1 July 2014 and 31 December 2020.

11. MAXIMUM
AID PERCENTAGES
| The regional aid map establishes the maximum level of aid that can be
granted to large enterprises for regional investment projects carried out in
the assisted areas.
| This level has been set at 10% of the investment cost in all designated
areas, with the exception of the Province of Hainaut where the maximum
aid ceiling is set at 15% of the investment cost until 31.12.2017.
| This percentage can be increased by 10 percentage points for
investments carried out by medium-sized enterprises and by 20
percentage points for investments by small enterprises.

12. MAXIMUM
AID PERCENTAGES
| The Belgian regional aid map is very similar to the previous regional aid
map (2007-2013), except for a small increase in its population allocation.
| The Belgian authorities opted for continuity in their assisted area map and
used the additional population allocation they had received to add some
municipalities to existing regional aid zones, mostly in Eeklo and the
Provinces of Limburg and Liege.

| Promoting innovation friendly business environment by enhancing the
competitiveness of SMEs, improving innovation and research performance
and developing an e-economy
| Developing human capital growth and improved labour market
participation by reinforcing all levels of education, increasing access to
employment of the most vulnerable groups in society (in particular the
young and long-term unemployed) and promoting social inclusion

16. FUNDING
PRIORITIES
| Encouraging sustainable and efficient use of natural resources through
promotion of energy efficiency and a low carbon economy, protection of the
environment and adaptation to climate change
Belgium has chosen to finance investment under 8 thematic objectives
defined in the Regulations.

17. FINANCIAL
ALLOCATIONS
The agreement paves the way for investing €2.28 billion in total
Cohesion Policy funding over 2014-2020 (current prices, including
European Territorial Cooperation funding and the allocation for the
Youth Employment Initiative.
Belgium also receives €551.8 million for rural development and
€41.7 million for fisheries and the maritime sector.

18. PROGRAMME
| The EU investments will help tackle unemployment and boost
competitiveness and economic growth through support to
innovation, training and education in cities, towns and rural areas.
| They will also promote entrepreneurship, fight social exclusion
and help to develop an environmentally friendly and a resource-efficient
economy.
