PRINCIPAL CLERK
DEFINITION
Supervises and participates in one or more clerical processes of an administrative unit or is responsible,
under general direction, for a highly specialized clerical activity.
TYPICAL DUTIES
Plans, organizes, supervises, and participates in a variety of clerical activities or processes.
Maintains control of special funds and expenditures according to well-defined laws, rules, and directives.
Acts as clerical supervisor for a unit and is responsible for office management functions.
Performs or assists in an evaluation and selection of appropriate materials and processes necessary to
complete specific jobs that may be highly technical in nature.
Assembles and compiles phases of an office or branch budget and maintains expenditure control records.
Supervises and assigns the work of subordinates and takes appropriate action regarding personnel matters
such as discipline, morale, performance ratings, and vacations approvals.
Interprets established rules, procedures, and policies, and applies them to specific cases.
Arranges for meetings of committees or for conferences and records their decisions as a basis for further
action.
Plans methods of filing and develops forms and clerical procedures for an administrative unit.

DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES
Most Principal Clerk positions have major supervisory and office management responsibilities in a section
or branch with a sizeable clerical staff. A few Principal Clerk positions have independent responsibility for
a highly specialized clerical activity which involves few clerical workers, but involves important contacts
and coordination of many details.
A Chief Clerk supervises a large, multi-unit, clerical staff; coordinates a complex and varied work flow of
work; and assists a branch head or other an administrator in planning for and managing support services.
This class is characterized by the requirement for initiative based upon technical knowledges, and
knowledge of policies, and precedents.
A Supervising Clerk is in charge of a clerical unit in which independence of action is possible only as to the
details of accomplishing a well-defined clerical function or procedure. The scope of work is limited to
recurring tasks requiring technical and supervisory ability.
SUPERVISION
General supervision usually is received from administrative personnel. Supervision usually is exercised over
lower-level clerical personnel.

Appointment to positions in the School Police Department is subject to fingerprinting, a review of
conviction record, and a background investigation.
A valid California Driver License and use of an automobile may be required in some positions in this
class.

professional staff engaged in classification, assessment and recruitment activities, or staff development. A
Senior Human Resources Specialist supervises a small staff of technical employees, or a small staff of technical
and clerical employees. The incumbent of the subject position oversees a sizable team of professional and
support staff responsible for employee processing, and the development and administration of employment
examinations. Responsibilities of the position include exam administration and processing for all school-based,
decentralized testing; No Child Left Behind (NCLB) compliance; the bilingual program; mobile testing; testing
for Food Services classifications; and the management of at least two Field Employment Offices. The

servers; designing, managing, and configuring SAN storage for Exchange servers; monitoring, managing, and
recommending preemptive action against e-mail spammers and security threats; and planning, approving,
managing, and deploying Service packs, Patches, Hot fixes, and Updates to Exchange servers and operating
system.
Status of Incumbent: Incumbent M. Solymar (EN 689211) must compete in the examination for E-Mail

RECOMMENDATION:
It is recommended that, effective January 27, 2014:
I. The following classes be abolished:
Director of External Affairs and Administration Management
Director of External Affairs and Administration Senior Management
II. The Commission staff be authorized to reactivate the abolished classes as needed, subject to ratification
by the Personnel Commission.
III. Final approval be given to Rule 596, Overtime to delete the following classifications: Director of External
Affairs and Administration.
IV. Final approval be given to Rule 765, Senior Management Employees to delete the classification of
Director of External Affairs and Administration.
BASIS OF RECOMMENDATION:
The positions in the classes listed above are vacant and the departments have stated that there is no
foreseeable need for the classes in the future. Therefore, it is recommended that they be abolished. If there is a
future need for the classifications, staff will employ procedures previously used in case 7608 which allows the
immediate reinstatement of abolished classifications.

SALARY SETTING BASIS: Future salary movement is to be based on that of related classes in the Administrative Analysis Group,
Administrative Analysis and Assistance Series.
BACKGROUND: The administration of the Office of Data and Accountability has requested the establishment of the proposed
classification to support the Superintendent’s strategic plan and performance meter by serving as a specialist with data
pertaining to student achievement and performance by independently utilizing complex data analysis to examine implications of
observed trends in District, school, and student performance.
Bases of Recommendation: An incumbent in the proposed class of Strategic Data Analyst will plan, coordinate,
and analyze student achievement and performance data, ensure its accuracy and completeness in order to exhibit the
causes and implications of observed trends in the District. An incumbent in the proposed class will also be
responsible for :
! Conducting analyses to identify key trends in District, school, and student performance data to drive
continuous improvements in student achievement.
! Supervising the analysis, compilation, organization, and storage of large longitudinal data sets containing District,
school, and student level data.
! Determining the development and documentation of business rules for calculation of performance metrics, including
decisions regarding sample determination, school/subgroup attribution, and calculation methodology.
! Identifying methodological challenges related to the calculation of performance metrics and resolving them.
! Conducting the receipt and analysis of data sets from external agencies.
Additional duties and responsibilities are listed on the class description presented for approval in conjunction with this report.
The recommended salary is based on external market data, and internal alignment considerations. Externally, Personnel
Commission staff surveyed several public agencies and found classes that operate at a comparable level to the proposed
Strategic Data Analyst classification such as Long Beach Unified School District’s Strategic Data Project Fellow
($7,012/month top step), Philadelphia School District’s Educational Data Analyst ($6,917/month top step), and Virginia
Beach Public Schools’ Educational Data Specialist ($7,401/month top step). Internally, the proposed classification operates at
a level comparable to the Principal Administrative Analyst ($7,491/month top step). Therefore, allocation of the class to the
salary of $6,011.26 - $7,491.02 per month is considered appropriate. Although the class concepts are similar, the Strategic
Data Analyst requires in-depth knowledge of various data analysis systems and techniques and highly concentrates on data
pertaining to student achievement and performance

STRATEGIC DATA ANALYST
DEFINITION
Plans, coordinates, and analyzes student achievement and performance data and ensures its accuracy and
completeness in order to exhibit the causes and implications of observed trends in the District.

Identifies methodological challenges related to the calculation of performance metrics and resolves them.
Conducts the receipt and analysis of data sets from external agencies.
Collaborates with the Information Technology Division to ensure that District-held data are successfully
integrated into relevant data systems and available through District reporting systems.
Identifies data quality issues and develops strategies to mitigate or resolve as appropriate.
Fulfills internal and external data requests to inform programs and policies aimed at improvements in
student achievement.
Develops and presents oral, written, and visual summaries of data analysis.
Provides analytic support to multiple audiences to ensure understanding and appropriate use,
interpretation, and application of data.
Prepares or assists in compiling and writing a variety of reports in statistical, graphic, or narrative form
for senior management, the Superintendent, and the Board of Education.
Evaluates data available in the student level data warehouse and writes reports related to educational
policies, initiatives, student achievement outcomes, and areas of need.
Prepares data displays for proposals for State and Federal funding of projects.
Performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES
A Strategic Data Analyst serves as a specialist in data pertaining to student achievement and performance
by independently utilizing complex data analysis to examine implications of observed trends in District,
school, and student performance.
The Director of School Information Management is responsible for planning, organizing, and directing the
School Information Branch which is responsible for collecting and reporting school and student
information for the purpose of meeting mandated State and federal requirements.
A Senior Administrative Analyst serves as a staff assistant to a high-level administrator by independently
conducting studies and making recommendations regarding work methods, organization, management
planning, systems analyst, and procedures and policy development.
SUPERVISION
General direction is received from the Director of School Information Management. Supervision may be
exercised over lower-level analysts and clerical personnel.
CLASS QUALIFICATIONS
Knowledge of:
Statistical analyses and various methods of graphic presentation of data
Research design and methodology as related to an educational evaluation/research program
Relational database principles and data mining software programs
Forecasting and predictive analysis models
Standard reports and standardized dashboard design for analytics
Data auditing techniques
Quantitative analysis including descriptive and inferential statistics
SPSS, Stata, SAS, and/or other programs for data and statistical analysis
Ability to:
Assess the implementation of educational programs based on District policies and core instructional
goals
Conduct meetings and make oral presentations in a proactive, accurate, and media-sensitive manner
Organize project resources and requirements to meet established deadlines and goals

LOS ANGELES UNIFIED SCHOOL DISTRICT CLASS DESCRIPTION PERSONNEL COMMISSION Class Code 2551 Unit S PRINCIPAL CLERK DEFINITION Supervises and participates in one or more clerical processes of an administrative unit or is responsible, under general direction, for a highly specialized clerical activity. TYPICAL DUTIES Plans, organizes, supervises, and participates in a variety of clerical activities or processes. Maintains control of special funds and expenditures according to well-defined laws, rules, and directives. Acts as clerical supervisor for a unit and is responsible for office management functions. Performs or assists in an evaluation and selection of appropriate materials and processes necessary to complete specific jobs that may be highly technical in nature. Assembles and compiles phases of an office or branch budget and maintains expenditure control records. Supervises and assigns the work of subordinates and takes appropriate action regarding personnel matters such as discipline, morale, performance ratings, and vacations approvals. Interprets established rules, procedures, and policies, and applies them to specific cases. Arranges for meetings of committees or for conferences and records their decisions as a basis for further action. Plans methods of filing and develops forms and clerical procedures for an administrative unit. Requisitions supplies and equipment. Carries on correspondence independently as authorized. May collect, review, and analyze information in relation to various projects. May represent the section or branch in contacts with the representatives of private firms, other public jurisdictions, organizations, and the general public regarding the special work of the unit. May supervise distribution and inspection of circulating instructional materials and publications. May edit, revise, codify, design format, and arrange for printing or duplicating of materials. May index and maintain official files and historical records. May assemble and compile phases of an office or branch budget and maintains expenditure control records. Performs related duties as assigned. DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES Most Principal Clerk positions have major supervisory and office management responsibilities in a section or branch with a sizeable clerical staff. A few Principal Clerk positions have independent responsibility for a highly specialized clerical activity which involves few clerical workers, but involves important contacts and coordination of many details.

A Chief Clerk supervises a large, multi-unit, clerical staff; coordinates a complex and varied work flow of work; and assists a branch head or other an administrator in planning for and managing support services. This class is characterized by the requirement for initiative based upon technical knowledges, and knowledge of policies, and precedents. A Supervising Clerk is in charge of a clerical unit in which independence of action is possible only as to the details of accomplishing a well-defined clerical function or procedure. The scope of work is limited to recurring tasks requiring technical and supervisory ability. SUPERVISION General supervision usually is received from administrative personnel. Supervision usually is exercised over lower-level clerical personnel. BACKGROUND: The administration of the Office of Data and Accountability has requested the establishment of the proposed classification to support the Superintendent’s strategic plan and performance meter by serving as a specialist with data pertaining to student achievement and performance by independently utilizing complex data analysis to examine implications of observed trends in District, school, and student performance. Bases of Recommendation: An incumbent in the proposed class of Strategic Data Analyst will plan, coordinate, and analyze student achievement and performance data, ensure its accuracy and completeness in order to exhibit the causes and implications of observed trends in the District. An incumbent in the proposed class will also be responsible for : ! Conducting analyses to identify key trends in District, school, and student performance data to drive continuous improvements in student achievement. ! Supervising the analysis, compilation, organization, and storage of large longitudinal data sets containing District, school, and student level data. ! Determining the development and documentation of business rules for calculation of performance metrics, including decisions regarding sample determination, school/subgroup attribution, and calculation methodology. ! The recommended salary is based on external market data, and internal alignment considerations. Externally, Personnel Commission staff surveyed several public agencies and found classes that operate at a comparable level to the proposed Strategic Data Analyst classification such as Long Beach Unified School District’s Strategic Data Project Fellow ($7,012/month top step), Philadelphia School District’s Educational Data Analyst ($6,917/month top step), and Virginia Beach Public Schools’ Educational Data Specialist ($7,401/month top step). Internally, the proposed classification operates at a level comparable to the Principal Administrative Analyst ($7,491/month top step). Therefore, allocation of the class to the salary of $6,011.26 - $7,491.02 per month is considered appropriate. The Director of School Information Management is responsible for planning, organizing, and directing the School Information Branch which is responsible for collecting and reporting school and student information for the purpose of meeting mandated State and federal requirements.
