In November 2013 the Washington state Department of Early Learning (DEL) received a complaint that University Child Development School (UCDS) in Seattle was refusing to make reasonable accommodations for a 5 year old student with type 1 diabetes as is required of the school by law. The DEL conducted an investigation and found the complaint against UCDS to be valid. This is the letter sent by the DEL to inform UCDS of its decision.

Dear Ms. Smith,
This letter will tell you about the results ofthe licensing complaint# 439998, filed on 11115/2013.
The nature ofthis complaint was: parent reporting school is not participating in child's diabetes care.
The licensing complaint was closed as "valid" WAC 170-295-3050 because the school is not "giving
the medication" The school states it is unable to require any staffto participate in giving the medication.
A finding of"valid" means that based on sufficient evidence available at the time ofthe licensing
inspection, more likely than not, applicable WAC or RCW was violated.
Ifyou disagree with our valid licensing complaint finding, you can request a Complaint Finding Review.
Ifyou request a review, we will look at the facts again. We will not re-inspect the licensing complaint.
We will not look at the facts again if a license suspension, revocation, or civil penalties process is in
place. A review can be conducted if you have a probationary license.
To request a Complaint Finding Review send a copy ofthis letter to me or my supervisor, Joel Roalkvam.
Send the letter within 10 business days ofthe date you receive this letter. Tell us why you think our valid
finding is not correct.
DEL posts general licensing information on our website per RCW 43.215.525(2) and 43.215.530(3). The
Child Care Check provides the public with basic information about valid licensing complaints. Here is the
link for that site: https://apps.del.wa.gov/check/CheckSearch.asp .
Ifyou have any questions about this complaint or the complaint process, please feel free to contact me.
Sincerely,
