This research has the main goal to develop a computational simulation and optimization model at the same time it’ll be able to identify the best scenes to optimize the Human Specialists Resources (HSR) and it’ll be able to determine the best sequence to develop the projects that have HSR conflicts.

INTRODUCTION
[TECHNOLOGY]From in Australia in 2000s the Creative
Economy may be to define as an intensive
business set in knowledge, based on
intellectual capital, cultural and creativity
to be developed both economic and social
values by organizations and society
(SERRA; FERNANDEZ, 2014).
The business focused in human knowledge
have a mission to find solutions that allow
to improve RHE working days, already that
it’s success factors for this kind of business
(SERRA; FERNANDEZ, 2014).

METHODOLOGY & MATERIALS
There are six important stage in this
model:
1. Problem survey;
2. Conceptual model;
3. Simulation model development;
4. Optimization model development;
5. Stage 3 and 4 coupling;
6. Validation model.

METHODOLOGY & MATERIALS
The resources allocation and task scheduling integration problem approached in this
research was considered as a Job Shop Problem where there is competition for the
same resources (PENHA et al., 2014).

RESULTS
Was observed that each one HSR has different probabilities distribution and it depends
from the allocation projects (picture 2).

RESULTS
It’s possible to observer that the average of hours spent to realize each project from
tests with exactly three HSR is least than the tests that allocated four resources, this
last one spent 25% more time than the others (table).

RESULTS
it was possible to observe that the model developed got solve the problem proposed in
this research and with the model found the suboptimal solution that it identifies the
scenes that return the least makespan.

CONSIDERATIONS
To the respective study the model got to solve the problem proposed.
It was possible to identify idle points. Know the company is able to use these points
to allocate the HSR in other activities.
This problem was considered as a Job Shop Scheduling and it was studied through
computational simulation and with heuristics algorithms was possible to get the
suboptimal solution.
The main advantage in use this methodology instead exacts method is to allow
increase the variables and constraints quickly.
