 * Find talented „matchmakers‟
 * Give them small sums (BIRD-F)
 * Assign them to seek potential „golden eggs‟ in
     universities
 * Assign them to seek strategic partners at
     home and abroad
  * Aspire to create strategic partnerships
     Strategic partners are superior to financial
     investors
* Identify researchers (rare ones) good at doing
 cutting-edge basic research AND at seeing how
 their science might become winning technologies
