Rational choice institutionalism argues that political institutions shape human behavior and the outcomes of political processes. It views institutions as systems of rules that establish incentives and constraints on human behavior. According to this perspective, political actors pursue goals of power, profit, and esteem, and institutions structure situations and provide incentives for individuals and organizations to act in certain ways and make particular decisions.
