A possible model for scientific local governance

Câmpulung is a city in the Argeş County,
Romania. It is situated among the
outlying hills of the Transylvanian Alps, at
the head of a long well-wooded glen
traversed by the river Târgului, a tributary
of the Argeş.



The STUDY CASE was elaborated by :
Regional Training Centre for the Local Public
Administration Sibiu
in collaboration with
The National Institute for Economic Research
of the Romanian Academy

and contains a POSSIBLE MODEL of the strategy for
sustainable development in the local authority for
the City of Câmpulung in the Argeş County, Romania.



The strategy for sustainable development
of the City of Câmpulung has as general
objective:

the increasing for the future of the
economic and socio-cultural prosperity
in ecological perspective



The background of the strategy for sustainable development of
the City of Câmpulung was the sociological investigation
carried out using questionnaires, for three focus groups.
• The reason for using questionnaires was the statistic
analysis and program.
• The obtained results explained the existing situation and
the development trends.

- questionnaires completed by :
• 338 citizens, respectively by households;
• 157 managers;
• 84 representatives of public institutions in the territory of the
residence place;
Total questionnaires : 579



The analysis of results from the sociological investigation
conducted to two main aspects.
From one results the diagnosis-analysis of the economic
and social status from Câmpulung with an interface
concerning the functioning of the local public
administration and the degree of satisfaction of the
community interests.
The second one regards the perspective of sustainable
development of the residence place of Câmpulung, and
which underlies the main lines of the strategy for the
sustainable development in the years opposite to 2030.



• In order to achieve this general objective, there are
outlined five following main objectives.

• The major objectives are detailed, according to their
actions, in 19 specific objectives, which are divided in
48 sectorial strategies

• For their implementation there are proposed 153 tactics
that will contribute between 2010 - 2030



• Major Objective nr. I: Programs for economical and social
development, free initiative, budget, finance, management of the
public and private domains of community, the public services, eco-
tourism, trade.
• Major Objective nr. II: Organization, development and city planning,
achievement of the public works, environmental protection,
conservation of historical monuments and architecture.
• Major Objective nr. III: Legality in the local public administration,
defence of public order, respect for citizens rights and freedom,
transparent decision-making, a public relations exercise.
• Major Objective nr. IV: Scientific activities, education, health, culture,
social protection, sports and leisure.
• Major Objective nr. V: Activities of representation in domestic and
international relations, promoting the image and interests of the city.



The conclusions of this research are very pragmatic :
The research team was involved from beginning in defining the problem:

• planning the program for all activities
• programming and implementation of project activities
(which was subsequently approved by the customer) and
in the pursuit and implementation of all measures stipulated in the research
contract.
• The research team developed and applied solutions
resulting from the sociological study together with all
parteners
• Sure, after approve and in time from implementation, we`ll
ensure scientific support when is neccesary



Collaboration between Training Centre and City of Câmpulung:

• The staff from the specialized department of the City Hall and the
professional staff involved in the sociological research attended
courses at our training centre.
• At this trainings they learned about the concept of sustainable
development and scientific research
• For the staff form the City Hall, the courses were focused on the
analysis of the problems of the city and the implementation of
the research results.
• For the profesional staff the training was focused on the
understanding of conceiving and analysis of questionnaire for
the City of Câmpulung.



Issues related to the project were:
• Proper documentation about the specific of the city, the area, the
region in order to understand the local development;
• To obtain approval to carry out all planned activities on time and in
terms of quality;
• Ensure compliance with original programming especially that
programming,
particular at the sociological research, were involved and also staff
from the specialized department of the City Hall;
• Conducting the questionnaire and its validation by professional
staff involved in the sociological research;
• Consequences of the completion of the sociological research and
the statistical processing of results.



Following the completion of the study:

Sustainable development in the
City of Câmpulung County Argeş, Romania

the beneficiary gets the opportunity to access
European funds



For all the local authorities we believe that the scientific
support offered in addition to the study itself is important:

• offering a perspective of sustainable development for the next
years;
• idea of local community development;
• promote the concept of local governance;
• adapting the concept of sustainable development in practice;
• Continuous training of local staff on a “learning by doing”
basis;
• Involvement of many local factors in the decision making
process;
• Legitimacy and continuity of the measures de facto
established by the council and improving them where
necessary.



For us this study has brought new solutions for
practical research activities.

And finally, the research proposes
a model of sustainable development:
“The Development Strategy of Câmpulung Town
in European Context 2010-2030”
in ecological perspective,
with the chance, for the City of Câmpulung to become a
major city in the region, land and why not Europe!
