4. Swachh Bharat Mission
Swachh Bharat Abhiyan (Clean India Mission) or
"Swachh Bharat Mission" is a national campaign by
the Government of India, covering 4,041 statutory
cities and towns, to clean the streets, roads and
infrastructure of the country.
5. Background
With effect from 1st April, 1999, Government of India
restructured the comprehensive Rural Sanitation
Programme and launched the Total Sanitation Campaign,
which was later on renamed as Nirmal Bharat Abhiyan
w.e.f. 1st April, 2012.
On 2nd October, 2014 Prime Minister Narendra Modi had
launched Swachh Bharat Mission, which aims to eradicate
open defecation by 2019, thus restructuring Nirmal Bharat
Abhiyan.
6. The campaign was officially launched on 2nd
October, 2014 at Rajghat, New Delhi,
where Prime Minister Narendra Modi
himself cleaned the road.
It is India’s biggest ever cleanliness drive
and 3 million government employees and
schools & college students of India
participated in this event.

14. DistrictTransport Office, Dhalai District
• Basically a revenue department of state government.
• Assigned with responsibility of maintenance of surface
transport network.
• Headed by a DTO, followed by a Sr. Inspector (MV) &
Inspector (MV) & other official staffs.
• Functions of the department:
i. Issue of DL within the territorial jurisdiction.
ii.Vehicle registration, renewal of registration, interstate
transfer of vehicles.

• Fund crunch was a recurrent theme.
• NGO-Govt. integration was an issue.
• Lack of manpower.
• Use of digital technologies to create a database of
vulnerable children.
• Tracking progress so that fund usage is streamlined.
• Prevention of Double benefits as well as exclusion.
• Awareness materials inTribal languages may be
considered.

28. Observation and Comments
• Child immunisation coverage in remote areas is poor.
• Under JSY, significant gap in providing services to home
delivery mothers.
• JSSK programme had good coverage .
• Need to increase ASHA incentive to fill JSY and
immunisation gap.
• Civil Administration and Health authorities may have
more overlap to better target those left out.

• Utility is to help maintain peace and tranquility.
• Most cases were involving neighbours or close family
relation.
• Often involves complaints of use of slang language,
assault and fighting.
• Most cases involve either compromise of submission of
a bail bond by 2nd party assuring maintenance of peace
and tranquility.

42. Findings
• We have inspected all the aspects starting from
teachers attendence to mid day meal and discussion
with the teachers.
• A Programme was going on in the school BRC hall with
the teachers of various schools on SSA programme.
• Attended the programme along with the HM of that
school.
• Inspected the teacher’s diary along with the attendance
register

for which the cook was sued.
• Each of the probationers
individually inspected the meal.
44. Visit to Chandraipara H/S School
• It was a surprise visit to the school made by the
members
• Classes were going on.
• All together 3 nos of teachers were found absent.
• A matter of concern - Some of the teachers signed on
departure column before the school was over.
• This visit was fruitful in the sense that we could find
some shortcomings which if addressed properly can
improve the school.
