Herbert Hoover


                     •   He was appointed head of the Food Administration by President Wilson,
                         where he cut consumption of food needed overseas and avoided rationing at
                         home, but fed the Allies.

                     •   The stock market crashed under his term, even though he believed America
                         was closest to triumphing over poverty at this time.

                     •   After the crash, Hoover stated that he would keep the Federal Bidget
                         balanced and would expand public works spending.
