In the 1920s, when the radio industry requested the government to intervene and provide regulatory oversight to minimize the confusion of frequency crowding, it was indeed an unprecedented move by a market-driven, commercial industry. The goal of this new law is to let anyone enter any communications business -- to let any communications business compete in any market against any other.
