1. OPTIONS FOR STUDENT REASSIGNMENT Presentation to the Beaufort County Board of Education January 5, 2009
2. Pritchardville Elementary School, Bluffton Middle School, and the Whale Branch Early College High School open for the 2010-2011 school year. Planned attendance areas for both the elementary and middle schools were presented in the APR report in July 2007 and then attendance areas were adopted in January 2009 after public input meetings. OCR has asked that the District review these zones and develop other options that would reduce the current White population at Okatie ES and the current Hispanic population at Red Cedar ES. Staff developed several options for consideration by the Board for the elementary and middle school zones and they have approved OPT 3 on first reading. Final student assignment plans pending approval by OCR. 2
3. Shanklin- Broad River- Shell Point- Beaufort Elementary school assignments For 2009-2010 there was a shift of 150 students among these schools for long term planning for projected enrollments. In studying this reassignment, OCR has asked the District to review the effects of this action. District staff recommend that we leave these reassignments until the 2010-2011 school year, and include this review as part of a comprehensive review of the Davis/Whale Branch progress when the PASS score reports are available.
11. Objectives in making changes to the Student Assignment Plan in the Bluffton area for 2010-2011: Reserve room at Red Cedar Elementary for growth. Decrease the percentage of Hispanic learners at Red Cedar. Increase diversity at Okatie Elementary if possible for OCR compliance. Increase the opening population at Pritchardville Elementary.

MC Riley ES The attendance area would lose the “satellite piece” of the Hwy 170 corridor to Pritchardville ES. Okatie ES The attendance area would be as current, with the addition of the Willows and Arborwood. Islands West area moves to Pritchardville ES. Red Cedar ES The attendance area would be as current, minus the Vista View area and all of the streets on Hwy 46 from Buck Island Rd to Buckwalter Pkwy. OPTIONS FOR STUDENT REASSIGNMENT High School Levels At the December 1, 2009 Board of Education meeting, District staff presented 3 Options for High School Assignment and those are OPT A, OPT B, and OPT C. At that meeting staff were instructed to examine one more option for the high school level. This option was presented to the Board on Jan 5 as OPT D. At the called Board Meeting on January 8, the Board instructed staff to examine several more options. These are presented as OPT E, OPT F, OPT G.
57. Option A Zone Descriptions Whale Branch Early College HS The zone would include all of the WBMS zone, plus Laurel Bay and the areas just outside of the gate including the neighborhoods of Irongate, Capehart, and Pinewood subdivisions. Battery Creek HS The zone would include the RSMS zone (minus the areas sent to WBECHS and adds all of the Beaufort ES zone. It also crosses the Broad River bridge to the intersection of Hwy 170 and Hwy 462 near the BJ-ACE school. Beaufort HS The zone remains essentially the same, except for the Beaufort ES zone area (downtown) to be reassigned to BCHS. Bluffton HS The zone loses the area north of the intersection of Hwy 170 and Hwy 462 to BCHS. It also loses to HHIHS the neighborhoods in the Sawmill Creek Road area, Colleton River Plantation, and Malphrus Road neighborhoods of Heritage Lakes, Olde Town Village, and Pine Forest. So why are we looking at making changes to the approved plans?
We will examine the neighborhoods and planning areas used to develop the new options for student assignment.
Arborwood and the Willows are 2 neighborhoods in a grouping of 4 neighborhoods off of Buckwalter Parkway. One option moves these 2 neighborhoods to the Okatie attendance zone.
One option assigns 3 of the 4 neighborhoods to Okatie Why not all 4 – too many students to assign to Okatie because of capacity.
Vista View and the Haigler Blvd area off of Hwy 46 and the surrounding properties are assigned to Bluffton ES under one option and to Pritchardville under another option.
Under one option these neighborhoods are moved to Pritchardville.
Now that we have examined all the neighborhood pieces used as building blocks – we will review the options developed.

OCR has asked that the District re-examine the planned attendance zones at the middle school level for the Bluffton area to develop some options for their review that might improve the ethnic balance between Bluffton MS and HE McCracken MS.
First we will review the current student assignment plan.
The Map shows that all of the current middle school students attend HE McCracken MS.
The Current student assignment plan has all students living in the Bluffton cluster attending HE McCracken Middle School. There are 1238 current 6th-8th graders, with 1259 current 5th-7th graders upcoming.
The distance between HE McCracken and Bluffton MS is less than 1.5 miles “as the crow flies”, and approx. 3.7 miles apart traveling the southern Hwy 46 route, and approx. 3.4 miles apart traveling the more northern Bluffton Parkway route.

Current planhas all students attending HE McCracken, with at capacity of 909, they are close to350 students over capacity.Option 1, the planned zones balances the number of students at each school, while leaving room for growth at both. It keeps most of the current feeder system intact.Option 2, brings the ethnic percentages for both the W & H closer to each other than Opt 1, but leaves the total number of students greater at HE McCracken, which has less room for growth and is in more of a long-term growth area.Option 3 brings the total numbers of students closer in balance as well as the ethnic percentages for W and H.

Option A uses the current WBMS zone plus Laurel Bay and 3-4 neighborhoods outside the gate as the attendance area for the WBECHS.Battery Creek would then include the RSMS area, all of the Beaufort ES zone and would cross the Broad River to the intersection with BJACE.Bluffton attendance area would reduce in size – by reassigning the Okatie piece to BCHS and by reassigning the Sawmill Creek, Colleton River and Malphrus Road neighborhoods to Hilton Head.

Option A which makes the most changes district-wide, best reduces the population at BHS, and makes good use of available space at HHIHS. This option A also keeps the most students at BCHS. Option B differs from Option A only in that the Downtown Beaufort area attends BHS, and Port Royal attends BCHS.Option C offers the fewest changes from current zones, only removing the WBMS area from BCHS.

Current planhas all students attending HE McCracken, with at capacity of 909, they are close to 350 students over capacity.Option 1, the planned and approved zones balances the number of students at each school, while leaving room for growth at both. It keeps most of the current feeder system intact.Option 2, brings the ethnic percentages for both the W & H closer to each other than Opt 1, but leaves the total number of students greater at HE McCracken, which has less room for growth and is in more of a long-term growth area.Option 3 brings the total numbers of students closer in balance as and increases diversity at both schools.
