This document outlines the draft agenda for a peer learning activity taking place in Poitiers, France from November 25th-27th, 2015. The event is organized by ESÉN, the National College for Education Management, Higher Education and Research, and is aimed at capitalizing knowledge between members of the GAIHE research project and opening discussions with policymakers and executives about innovations in higher education. The agenda includes presentations on topics like regional governance, leadership for innovation, quality assurance, and case studies. It also incorporates workshops, roundtables, and conclusions from researchers and representatives of universities, government agencies, and other organizations.

• ESÉN is in charge of training of managers and
executives from French Secondary and Higher
Education and Research Systems.
4. IntroductionGAIHE expertise has been particularly focused on the new
forms organization facilitating the innovations. The first
research findings allow considering the following
assumptions:
• The development of innovations between HEIs,
business and policy-making can be made at different
scales of governance. In France, some Grandes Écoles
(colleges) have developed national and international
networks, universities are encouraged by the
Conference of Presidents of Universities (CPU) to
implement public-private partnerships at regional level.
• The shift from a managerial organization of universities,
focused on the efficient use of resources, to leadership
enhancing innovations.
5. Introduction
These first research findings inspired the
conception of the Poitiers meeting
around two objectives:
1. Capitalizing knowledge between the
members of the GAIHE project
2. opening the discussion with policy-
makers, academics and executives
trained by the ESEN.
