have

seen
as

means

workers
to
come
together
and
advocate
for
improved
rights
and
working
conditions
(Johnson,
2001).
However,
the
Paraguayan
experience
is
somewhat

strong
state
regulation
determining
that
unions
can
only
bargain
over
wages
and
not
other
working
conditions
(Smith,
1987).
This
difference
between
what
unions
do
throughout
the
world
and
what
they
can

Evidence
suggest
that
unions
have
found
many
novel
ways
around

legislation
to
support
their

with
the
