Technology (NMEICT), Dept. of Higher Education, Govt. of India: Senior Consultant
My responsibilities include monitoring & evaluation of NMEICT projects, preparing concept notes
and giving strategic advice/consulting for new project proposals. Im a member of Project Supervisory
and Review Groups for six Mission Projects. Some of the Mission components/ projects allocated to
me are: Spreading Digital Literacy for Teachers’ Empowerment, “Talk to a Teacher” project,
2. creation of e-Content for various PG courses, Quality Assurance of e-Contents, Creation of a Virtual
Technical University, Conversion of e-Content in regional languages, etc.

(MIS/IT & OM)
I was responsible as Professor and Area Chair for MIS/IT and OM areas, where apart from teaching
and faculty supervision, I was also responsible for annual curriculum design and review for courses. I
also officiated as the Editor of Asia-Pacific Review, the newsletter of the Institute, apart from other
academic and administrative duties like Chairman of Media Relations, Chairman, Sports Committee,
etc. I had also officiated as Chairman, Placement Committee earlier. I supervised PG Students for
their Winter projects, as well as conducting GD/PIs for student admissions.
• 3/88 – 9/2010: Office of the Registrar General & Census Commissioner, Govt. of India;
Director (EDP)
After joining, I was assigned the overall responsibility heading the Data Processing Division at the
Headquarters Office – with particular emphasis on preparing for 1991 Census with in-house capacity
building. My responsibilities covered:
*Formulation and implementation of conceptual/strategic programmes, proposals and plans for
computerization/ modernization of various divisions of the Organization covering the HQ as well as
field operations. This included proposing an organization-wide architecture covering computing/IT
infrastructure, EDP manpower requirements (number, levels, types, skill sets and training/ capacity
building needs) and related project management systems and processes for reporting and
audit/reviews at various levels. My responsibilities included planning and managing all EDP staff and
operational systems (including procurement of all IT infrastructure equipment).

*Interaction with various international, bilateral and national agencies like USAID, US Bureau of
Census, UN agencies (UNFPA, UNDESD), IDRC Canada, UK ODA, AUSTRADE Australia,
Planning Commission, National Informatics Center, etc. for formulation and implementation of the
policies and programs of computerization/ modernization – including extensive training/capacity
building components for various levels of staff and preparing them for new technologies for census
data processing
*Designing, organizing and conducting various IS/IT Education & Training programmes at
various levels of IT personnel as well as non-IT personnel across all the field offices across the
country. I acted as the ”Workshop Director” for an Indo-UK Workshop on Data Processing,
organized with UK ODA’s collaboration.
* Worked as the National Project Director for a UNFPA funded project on "Modernization of the
Office of the Registrar General & Census Commissioner" (Project No.:IND/92/P05). I had
coordinated the project from my Office - right from conceptualization and writing of the proposal and
preparing the draft Project Document in 1991 through implementation of the same till 1995 – and
getting the project reviewed through the prescribed mechanisms specified by UN.
9/07 – 12/07: UNFPA Afghanistan; Consultant (on SSA Contract)
Was deputed to UNFPA Afghanistan as Census EDP Specialist for 3 months in 2007. I was
responsible as International Consultant (on SSA contract)) for developing EDP management
systems and training/ capacity building of Afghanistan CSO staff. I also proposed an
EDP/KM Strategic plan for the Afghanistan CSO, covering the job specifications and
competencies for recruitment of EDP staff.
3. • 5/79 - 3/88: Engineers India Ltd; Manager (Systems) and earlier positions.
Was responsible as Project leader for various IT/Management Consultancy projects. As an internal
management consulting assignment, I was the core member of a “Management Systems Group” for
study and analysis of all corporate and project related management systems and procedures, and
coming out with a management systems manual for the entire company’s operations and control.
Training of user departments on the systems developed by me was an important job
component. I was also actively associated with recruitment of Systems Engineers and supporting
technical staff as a selection board member.
• 3/76 -5/79: Bharat Heavy Electricals Ltd.; Senior Engineer (QA) and earlier positions.
Was responsible for Quality Assurance systems development, training of operations management
as well as QA staff, and conducting special QA studies using statistical techniques..

Worked as Design/Project Engineer for Nuclear Power Projects, after one-year training at BARC.
Additional professional activities
• Author of 12 papers on IT/ Knowledge Management/e-Governance in various Journals and UN/GOI
publications. This includes one of the ‘top five’ essays on Information Technology published in
Cutter IT Journal, Dec. 1998
• Was Visiting/ Adjunct/Guest Faculty for MBA/ PG Management programs of Western International
University (New Delhi Campus), FMS (Delhi), ICFAI Business School, IAMR, IMT, IIPA, IIFT,
DMA etc. in. MIS/ IT/Knowledge Management/Operations Management/Quantitative Methods &
Resersch Methodology. My full credit lecture courses on Information/ Knowledge Management were
