Introduction
FPA is a critical process to ensure parts to be within drawing specification before mass
production.
TOSHIBA TEC SINGAPORE PTE LTD (TSE) relies on our Suppliers to deliver parts which meeting
drawing specification to satisfy our high performance standard while meeting and exceeding
customer expectation.
TSE FPA Requirement serves as guidelines for Suppliers to perform FPA so as to assure that
material with satisfactory properties and consistent quality can be purchased by TSE.

FPA Sample Preparation and Submission
Item Requirement
Sample Quantity 5 shots (5pcs for each cavity)
* Sample number and cavity number are required to be clearly indicated during sample submission.
Sample Label Information Sample label should include the following items:
- Supplier name
- Part Name
- Part Number
- FPA Trial level (T1,T2,T3,…)
- FPA Submission Reason
- FPA Submission Requestor
- Remark (additional information to TSE)
Sample Packaging Method Samples should be submitted with proper packaging method to ensure no
deformation/damage during transportation.
Sample Recipient All FPA samples should be delivered/attention to TSE/TIE Sourcing Buyer team.
* Sample produced in Batam to be delivered to TIE. Please confirm with respective buyer before
submission.
Supplier shall share a notification email to TSE/TIE buyer and Part Quality Team after sample
submission.

FPA Document Requirement and Submission
All applicable FPA document shall be submitted to TSE together with FPA samples
submission or WITHIN 3 days after FPA samples submission through TSE website.

Suppliers are required to check the FPA documents based on the checklist provided
before submission
Important notes:
TSE reserves the right to impose a penalty charges of 100SGD to Suppliers who failed to comply TSE FPA
requirement (document submission).

Parts delivered to TSE shall be complied with latest RoHS (Restriction of Hazardous Substances)
standard.
Suppliers are required to provide a compliance letter during FPA submission to declare the
compliancy of the parts submitted
Suppliers shall submit a third party Laboratory Report such as SGS Test Report to prove the
parts are within the RoHS Directives with no additional cost to TSE upon request.
Current latest RoHS compliance letter format:

by TSE.

Suppliers shall perform measurement to the FPA samples to ensure samples submitted are
meeting TSE requirement.
Inspection Criteria:
*Minimum 3 shots of measurement results to be submitted. However, Suppliers are encouraged to measure
more samples to get more precise results.

1.0 All the cavity for molding and stamping parts need to be inspected unless otherwise stated.

The following information has to be included in the measurement result:
a) Part Number,

g) Supplier’s Final judgement
Measurement results to be reviewed/verified by management before submission.
Suppliers are encouraged to submit inspection report in TSE format.

Suppliers shall provide the raw material specification for the samples produced through
material certificate during FPA sample submission.
Material certificate must contain all the following information:
i. TSE Part Name and Part Number
ii. Raw Material Name / Code / Grade,
iii. Color,
iv. Manufacturer of Raw Material,
v. Shelf Life Guaranteed Period (If applicable),
vi. Others
All the raw material for the part should be declared in material certificate. This includes
material used in secondary process. For examples, ink for printing, coating, insert bits, etc.

This is applicable to FPA sample submission of parts produced by molding process. (It includes
injection, compression, and any other type of molding process)
Molding parameters can be submitted in individual format but to ensure all the critical parameters
are included.
Important note:
Testing date and acknowledgement/verification stamp are compulsory information to be included in
Molding Parameters.

This is applicable to FPA sample submission for new parts produced by unique tooling.
(Molding tool, Stamping tool, etc.). Tooling information serves as a record for future
reference/traceability purpose for any tooling structure related concern.
Suppliers are required to provide this information through TSE format.
Approval from TSE is required if Suppliers would like to use their equivalent format.

Suppliers shall ensure usage of an appropriate packaging method with aim to avoid transport
and handling damage and to support an optimized subsequent handling process.
Suppliers shall decide the packaging method with necessary test (such as drop test, vibration
test, etc.).
Part

Suppliers shall submit the manufacturing process flow chart which starts from receiving of raw material until
delivery of part (finished goods). This including secondary process flow chart such as spray painting, printing,
etc.
Suppliers shall submit detail Process QA flow chart/Process Management Plan for review upon request.
For stamping parts with manual tooling, Suppliers shall attach sketch or photo of the part for each stage
tool.
For New Parts:
- Inspection instruction/guideline for individual part will be discussed during tooling/DFM discussion stage.
For MP/Current parts,
- Inspection instruction/guideline for individual part is available in Toshiba Website.
Supplier shall ensure all the checking items in TSE inspection instruction to be included in their outgoing
inspection check point on top of their manufacturing checking items.

This is applicable to the parts with printing process (logo/trade mark on part).
Printing artwork file with dimension and position on the part must be submitted for TSE review
before sample fabrication or submission.
Approved Artwork (endorsed by TOSHIBA TEC SINGAPORE PTE LTD design team) shall be
submitted for FPA review and approval.

To new part(TCGS Model) or upon TSE request : 25 shots
Suppliers are required to perform process improvement if
i) Cp < 2.0 or
ii) Cpk < 1.5 (1.33 for stamping parts)
Suppliers will be notified if higher Cp/Cpk value is required.
Suppliers are strongly encouraged to submit the study result based on TSE format.
TSE Format:
Cp/Cpk dimensions will be determined during DFM stage (New Part/Tooling) or to be informed
by TSE for other submission reason.

Besides that, Suppliers are required to maintain the Base Cp of T1 and subsequent submission
include (T2, T3) within ±3δ

The following information need to be included in the plating / coating declaration:
i. Type of plating/ coating
ii. Thickness or size of plating/ coating
iii. Color
iv. Applicable reliability test report (Eg. peeling test, cross cut test,..etc.)
v. Others necessary critical parameters.

FPA Sample Re-submission
The approval or rejection of FPA is determined based on the results of the TSE/TIE FPA inspection.
In the event that a submission cannot be approved, the Supplier will be informed
of the concern(s) found and required to provide re-submission.
Re-submission has to be completed within 2 weeks or earlier from the date of
receiving official request from TSE.
Suppliers shall inform TSE on the re-submission date within 3 working days and
must contact TSE requestor to re-schedule a submission date with valid reason if
the initial target date cannot be achieved.

FPA for Supplier Internal Transfer (Sister Company Transfer)
It is mandatory for Suppliers to perform internal FPA for the business transfer to
sister companies.
For example, Company A and B under same parent company. Business transfer
from Company A to company B.
Company B is required to submit FPA to Company A for approval.
Company B shall only submit FPA to TSE once internal FPA approved by Company
A.
Ex-Suppliers (company A) are required to ensure no interruption to the part
delivery schedule during the transfer period and responsible to advise on the
technical concern(s) found during the trial after transfer.
