A well-argued derogation from the final objectives in function of a specific pedagogical project can only be granted after a weighty procedure is gone through and then only subject to decretal ratification. &amp;quot;Developmental objectives for pre-primary education and special elementary education&amp;quot; are minimum objectives to be pursued.
