This panel will examine the sources of nuclear stability and the possibilities of instability
in South Asia. Drawn from a larger group of contributors to a special issue of The
Nonproliferation Review (September 2014) four panelists will discuss the growth of
India's command and control infrastructure, developments in Pakistan's nuclear
weapons program, the requirements of nuclear stability in the region and the US
intended strategic consequences of India's quest for ballistic missile defenses for South
Asian nuclear stability.
2. Panel Experts:
Sumit Ganguly, Professor of Political Science at Indiana University, holds the
Rabindranath Tagore Chair in Indian Cultures and Civilizations and serves as the Director
of the Center on American and Global Security.
Gaurav Kampani, Assistant Professor of Political Science at the University of Tulsa.
David J. Karl, independent scholar and commentator based in Los Angeles, President of
the Asia Strategy Initiative, and co-founder and senior director of Geoskope LLC.
Colonel David Smith, independent consultant, working for the Lawrence Livermore
National Laboratory; Scitor Corporation; and the Naval Postgraduate School.
Stephen Schwartz, editor of The Nonproliferation Review, published by the James
Martin Center for Nonproliferation Studies at the Monterey Institute of International
Studies (MIIS), as well as an Adjunct Professor at MIIS.
