COMPANY PROFILE
INTRODUCTION
This purpose of this document is to provide our client a complete package
of our capabilities for residential developers and home builders. The
information in this document can be used to put Geotech Engineering and
Testing on your team to provide engineering services. We provide our
services throughout Texas.
Geotech Engineering and Testing (GET) is a Texas owned, multi-disciplined organization of licensed
engineers, geologists, field and laboratory technicians, and clerical
personnel combine their technical capabilities, past experiences,
dedication, and enthusiasm to offer the finest services available. The firm
offers a wide range of services for developers and builders. We
understand that builders and developers are interested in firms that can
conduct the services with high quality, quick response time and with
reasonable prices. GET provides all three of these services.
GET has a staff of about sixty (60) engineers, geologists, technicians, and support staff. The firm, which
was established in 1985, provides the following services:
o Geotechnical Engineering, including soil borings, laboratory testing, engineering analyses and
recommendations regarding foundations, pavements, slope stability, retaining walls, bridges,
water, sewer and storm lines, wastewater facilities, detention ponds, channels, golf courses,
construction considerations, etc.
o Construction Materials Engineering, including earthwork, asphalt, steel, and concrete testing
during construction. This includes pipe backfill testing, concrete testing of pavements, slabs,
density testing of lots, house pads, subgrade stabilization testing, etc.
o Environmental Engineering, including site characterization studies, Phase I and II
Environmental site assessments studies, fault studies, monitor well installations and
underground storage tank contamination studies.
o Geoforensic Engineering, developing causations and remedial measures for distress in
buildings, foundations, retaining walls, slopes, pavements and parking lots.
GET employees provide services on a vast number of diverse projects.
Our clientele ranges from small developers and builders to national
developers, production builders and contractors. The primary purposes of
the firm are to promptly, accurately and comprehensively provide
geotechnical reports, environmental studies and materials observations
through our reasonably budgeted engineering services.

GET encourages a continued involvement in projects starting with the initial Phase I
Fault Study, site characterization study, Phase I Environmental Site
Assessments/geotechnical studies and following through into the design,
construction or remediation phase. This ongoing association enhances project
continuity and stability of the project team players.
GET is a leading firm in training builders, developers, architects, public works
employees in geotechnical, materials, environmental and geoforensic engineering.
Mr. Eastwood, the principal of the firm, conducts training seminars for the City of
Houston (COH), Harris County Engineering Department (HCEC), City of Sugar Land, American
Institute of Architects (AIA), Associated Builders and Contractors (ABC), American Public Works
Association (APWA) and Greater Houston Builders Association
(GHBA).

SUMMARY OF OUR ATTRIBUTES
Our services consist of geotechnical, environmental, construction
materials and geoforensic engineering. Geotech Engineering and Testing
(GET) is the leading soils and foundation engineering firm for residential
projects in the Texas. Some of our attributes are described below:
o Geotech Engineering and Testing is one of the few firms in Texas specializing in residential
developments. We are currently working for some of the largest builders and developers in the
Gulf Coast area. We do more residential work in the Houston
area than any other firm.
o Geotech Engineering and Testing’s staff consists for about 60
engineers, technicians, and support staff, specializing in the field
of geotechnical, environmental, and materials engineering. We
can dispatch our people very quickly at the client’s request.

o We are Accredited. Geotech Engineering and Testing’s Laboratory
Facilities are certified and approved by the City of Houston, Harris County,
American Association for Laboratory Accreditation (A2LA), Cement and
Concrete Reference Laboratory (CCRL), and American Association of
Highway Officials (AASHTO). We do all of our laboratory testing work in-
house. You should only do business with the accredited laboratories.
o Geotech Engineering and Testing carries a $2,000,000 general liability
insurance. In addition, the company has professional liability insurance,
including errors and omissions. Since, mistakes and omissions can happen in our profession,
just like any other profession, this insurance will protect our clients and the design team up to
$2,000,000 per claim. It’s a good idea to do business with the consultants who do have this
type of insurance.
o Geotech Engineering and Testing is one of the few firms in Texas,
specializing in residential geotechnical projects with professional
liability insurance.
o Mr. Eastwood, the principal of the firm, is on the Post-Tensioning
Institute Slab-on-Grade Committee on the design of post-
tensioned slabs. He is one of the co-authors of the book
“Design of Post-Tensioned Slabs-on-Ground.” This book is used for the design of the post-
tensioned slabs throughout the United States.
o Geotech Engineering and Testing specializes in representing
developers and builders in litigation suits, providing them with the
highest quality engineering counsel.
o Mr. Eastwood is a former Board of Director of Greater Houston of
Builders of Association (GHBA). GET is a leading firm in
developing and training builders for foundation construction.
Geotech Engineering and Testing is a member of the Builder’s
Political Action Committee and Developer’s Council Committee
of the GHBA.
o Mr. Eastwood was on the Texas Board of Professional Engineers Residential Design Committee.
The purpose of this committee was to develop guidelines for design of residential foundation in
Texas. Furthermore, Mr. Eastwood is on the American Society of Civil Engineers Residential
Foundation Design Committee. This organization has developed design guidelines for residential
foundations in Texas.

STUDY TYPES
Study Description
Phase I Environmental
Site Assessment Study
(ESA)
Environmental laws require that prospective property owners of properties
conduct a reasonable and appropriate inquiry into the property, its past
user, and the associated environmental liabilities. This type of study is
conducted to evaluate potential risk of contamination at a property. In the
event of potential contamination, a Phase II ESA is conducted.
Phase I Geologic Fault
Study
Geologic Faults are located all over the Gulf-Coast area. In general, faults
are caused by groundwater and oil removal from the underlying surface.
Faults originate several thousand feet below the ground surface and can
often cause displacement of the ground
surface, causing broken pavement and
damage to residential and commercial
structures. As a part of any due diligence a
developer or builder should conduct this
study for tracks of land they are planning on
developing. Structures/facilities built on
active faults may experience distress.
Site Characterization
Study
This study will evaluate physical site conditions such as geologic and
geographic settings, slopes, backfilled ditches, channels, ponds, natural
features, erosion features, and possible structure locations which could
impact the foundations for the proposed residences.
Feasibility
Geotechnical Study
This study is conducted to evaluate
suitability of the soils and groundwater
relative to a parcel of land for
construction of foundations, roads,
detention ponds, channels, and
underground utilities.
Final Geotechnical
Study
This study will be to explore subsurface
conditions along the proposed
underground utilities, detention ponds,
street alignments,
foundations, etc. and using the information obtained, develop preliminary
recommendations to guide design and construction of the facilities.
Foundation
Geotechnical Study
This testing includes soil borings, laboratory testing, engineering analyses
and recommendations regarding Post-Tensioned slab foundations.
Compaction Evaluation We will evaluate the degree of
compaction of subgrade and fill soils on
client lots. We will conduct testing on
every lot, test at one-ft intervals, conduct
density and proctor tests. We will
develop a reliance letter.

GEOTECHNICAL ENGINEERING SERVICES
General
Geotech Engineering and Testing and its staff members have many years
of experience in conducting engineering services for more than 24,000
projects. The firm conducts over 1,200 projects a year. We can provide
our services anywhere in Texas.
Virtually every structure requires consideration of subsurface features unique to the locale. Our team of
geotechnical consulting engineers evaluates the characteristics of subsurface soils and groundwater.
After the engineers interpret this data, they make recommendations on soil parameters used for design
and construction purposes.
Field Equipment
Drill Rigs. GET is one of only a few firms in Houston that has its own drill rigs. GET is equipped with
eight drilling rigs, including a Simco and Failing Drilling Rigs, to perform wet rotary or hollow-stem
borings. We also have four Lone Star, three portable rigs and two limited access buggy rigs. We can
conduct drilling and sampling with our rigs up to 120-feet. In addition, together with our subcontractor
drillers, we can drill to much deeper depths, install monitor wells, piezometers, and inclinometers. Our
field crews have many years of experience in various subsoil and groundwater conditions. Our
commitment to the client is to provide dependable service, the best and most up-to-date equipment, and
reliable drilling personnel. GET has the capability and experience in surveying and staking the boring
locations and providing clearance from underground utilities. In areas
that are heavily wooded, we can arrange for clearing of the project site.
We are one of the few firms in Houston with our own drilling rigs. The
portable rigs are very useful on wooded or sites with soft subgrade
conditions. These small rigs can go places where the larger rig cannot get
to. Therefore, saving the client time and money.
GET is one of the few firms in Texas which is equipped with miniature
rigs. These rigs are small enough that they can access hard to reach places and sites that are wooded,
without significant clearing. Furthermore, since these rigs are portable, they can easily be placed on
sites with wet subgrade soil conditions which create access problems.
Mules. We have two mules. We use these limited access vehicles to pull our portable rigs into muddy
or wooded project sites. The drilling capabilities are the same as a portable rig by itself. However, this
makes us able to access sites where a truck cannot.
Geotechnical Laboratory
Geotech Engineering and Testing’s laboratory has the capabilities to
produce geotechnical testing under controlled conditions to evaluate
standardized tests of materials, and tests of new materials used in research
and development.

Our tests will be conducted in general accordance with ASTM standards.
Some of the geotechnical laboratory testing capabilities are as follows:
Engineering Analysis and Report
The field and laboratory data combined with our engineering recommendations are presented in an
engineering report. The report addresses specific project design, construction, and quality control
requirements. Our reports can be designed to meet Harris County, Harris
County Flood Control District or City of Houston Specifications.
Furthermore, our foundation reports meet Post-Tensioning and International
Residential Building Codes.
ENVIRONMENTAL ENGINEERING SERVICES
Environmental laws require that prospective owners of properties conduct a
reasonable and appropriate inquiry into the property, its past user, and the associated environmental
liabilities. Failure to recognize environmental problems at a site can result in significant financial
liabilities to the purchaser or the seller. GET provides Phase I, Phase II,
and Phase III Environmental Studies. These studies include ASTM E
1527, Standard Practice for Environmental Site Assessment: Phase I
Environmental Site Assessment Process, and ASTM E 1903, Standard
Practice for Environmental Site Assessments: Phase II Environmental
Site Assessment Process. GET has a Corrective Action Project Manager
(CAPM) on the staff to conduct Environmental Engineering Services.

CONSTRUCTION MATERIALS ENGINEERING SERVICES
Builders and developers have always been concerned with the
performance and quality of materials. Having knowledge of how
materials are used and are expected to perform is the key to success of
any project. Quality assurance and material testing provides evidence
needed to establish the confidence that materials and techniques used are
accomplished according to standards required by the design team.
The technical staff of Geotech Engineering and Testing strives to keep
abreast of new developments and procedures utilized in quality control
programs. Our engineers and field technicians provide a vital link
between the owner, professional design team and the contractor.
GET's abilities in construction materials testing include testing and
monitoring of the following:
o Concrete testing, including but not limited to; slump, air, cylinders, beams, yield, coring,
cement content, mix design verification, batch plant inspection and rebar inspection.
o Soil testing, including but not limited to; densities, proctors, plasticity indices, gradations, -
200's, cement and lime stabilization, and geotechnical testing.
o Asphalt testing, including but not limited to; densities, cutback sampling, cores, theoretical
specific and gravity, bulk density, gradation and extraction, mix design and stability.
o Structural steel, including but not limited to; weld inspection, A325 Bolt torque, welder
qualifications, magnetic particle inspections, ultrasonic, liquid penetrant, paint thickness,
holiday testing and sandblasting inspection.

GET's laboratories are approved by Harris County, City of Houston
Quality Control, City of Houston Special Testing Department, Texas
Department of Transportation, Metropolitan Transit Authority and Texas
Department of Criminal Justice.
GEOFORENSIC ENGINEERING SERVICES
Geotech Engineering and Testing's staff specializes in residential buildings, retaining walls, slopes, and
pavement distress studies. Our firm is considered a leading firm in this field. We
have specialized equipment and sampling devices that enable us to obtain soil
samples in limited access areas. Furthermore, with strong instrumentation, non-
destructive testing GET's in-house laboratory (testing facilities) capabilities can
evaluate distressed structural materials and evaluate the causes of distress in
order to develop proper remedial measures. During the past 37 years, GET's staff
has conducted many geoforensic engineering projects. Furthermore, our staff
members are often hired as expert witnesses and have also testified in court.
SAFETY
Our primary concern is the health and safety of our clients, public and our employees. Geotech
Engineering and Testing has a Safety and Health program in place. We have been qualified by Pacific
Industrial Contractor Safety (PICS) Auditing to perform work for major
clients. Our staff members are trained at Houston Safety Council and
Brazosport Safety Council. Furthermore, they also have Transportation
Worker Identification Credential (TWIC) cards. This information is

ACCREDITATIONS
Geotech Engineering and Testing has qualifications comparable to an ISO
9000 company. The firm is accredited by the American Association for
Laboratory Accreditation (A2LA). The scope of our accreditation
includes geotechnical, construction materials testing ASTM E329, C1077
for concrete, D-3740 for soils and D-3666 Bituminous. The firm has also been inspected by Cement and
Concrete Reference Laboratory (CCRL), for concrete and aggregate testing. We calibrate our equipment
at least every 12 months.

Geotech Engineering and Testing is also involved in the American
Association of State Highway and Transportation Officials (AASHTO)
materials reference laboratory program.
Through rigorous quality control procedures, we assure our clients the
most accurate test results. An in-house quality assurance program is
maintained for all of our testing equipment. This process includes
updating calibrations of equipment, records, spot checking of test
procedures being used by GET's staff and procurement of the newest
equipment to ensure reliability.

SCHEDULING
We understand that builders and developers are typically working with a
project deadline. Since we have our own drilling rigs and mobile
laboratories, GET can generally mobilize on projects anywhere in Texas
immediately after project authorization. This condition will expedite
project execution time. We have a relatively large staff of engineers and
support staff who conduct the entire laboratory testing in-house which
results in timely execution of the project tasks.

SUMMARY
Mr. David Eastwood. P.E., D.GE, DFE, C.A.P.M., F.PTI, F.FPA, F.ASCE is
the President of Geotech Engineering and Testing (GET). He has practiced
consulting engineering for about 47 years, serving in key technical project
management and administrative roles. His specialties are in geotechnical,
environmental, materials and geoforensic engineering. Mr. Eastwood’s
experience in these functions includes a wide range of project types consisting
of residential and land development projects, foundations, pavements, slope

is on the Post-Tensioning Institute Slab-on-Grade committee. This committee develops
geotechnical design guidelines for design of post-tensioned slabs-on-grade throughout the United
States. Furthermore, Mr. Eastwood is also on the American Society of Civil Engineers (ASCE),
Texas Section, Committee that developed the document “Recommended Practices for the Design
of Residential Foundations.”

GEOTECH ENGINEERING AND TESTING 1 GEOTECH ENGINEERING AND TESTING COMPANY PROFILE INTRODUCTION This purpose of this document is to provide our client a complete package of our capabilities for residential developers and home builders. The information in this document can be used to put Geotech Engineering and Testing on your team to provide engineering services. We provide our services throughout Texas. Geotech Engineering and Testing (GET) is a Texas owned, multi-disciplined organization of licensed engineers, geologists, field and laboratory technicians, and clerical personnel combine their technical capabilities, past experiences, dedication, and enthusiasm to offer the finest services available. The firm offers a wide range of services for developers and builders. We understand that builders and developers are interested in firms that can conduct the services with high quality, quick response time and with reasonable prices. GET provides all three of these services. GET has a staff of about sixty (60) engineers, geologists, technicians, and support staff. The firm, which was established in 1985, provides the following services: o Geotechnical Engineering, including soil borings, laboratory testing, engineering analyses and recommendations regarding foundations, pavements, slope stability, retaining walls, bridges, water, sewer and storm lines, wastewater facilities, detention ponds, channels, golf courses, construction considerations, etc. o Construction Materials Engineering, including earthwork, asphalt, steel, and concrete testing during construction. This includes pipe backfill testing, concrete testing of pavements, slabs, density testing of lots, house pads, subgrade stabilization testing, etc. o Environmental Engineering, including site characterization studies, Phase I and II Environmental site assessments studies, fault studies, monitor well installations and underground storage tank contamination studies. o Geoforensic Engineering, developing causations and remedial measures for distress in buildings, foundations, retaining walls, slopes, pavements and parking lots. GET employees provide services on a vast number of diverse projects. Our clientele ranges from small developers and builders to national developers, production builders and contractors. The primary purposes of the firm are to promptly, accurately and comprehensively provide geotechnical reports, environmental studies and materials observations through our reasonably budgeted engineering services.

GEOTECH ENGINEERING AND TESTING 2 GET encourages a continued involvement in projects starting with the initial Phase I Fault Study, site characterization study, Phase I Environmental Site Assessments/geotechnical studies and following through into the design, construction or remediation phase. This ongoing association enhances project continuity and stability of the project team players. GET is a leading firm in training builders, developers, architects, public works employees in geotechnical, materials, environmental and geoforensic engineering. Mr. Eastwood, the principal of the firm, conducts training seminars for the City of Houston (COH), Harris County Engineering Department (HCEC), City of Sugar Land, American Institute of Architects (AIA), Associated Builders and Contractors (ABC), American Public Works Association (APWA) and Greater Houston Builders Association (GHBA). PROJECT TYPES Geotech Engineering and Testing and its staff members have been involved in the following types of projects: Residential: Master Planned Communities, Subdivisions, Residences, Apartment Complexes, etc. Commercial: Shopping Centers, Medical Facilities, Industrial Buildings, Office Buildings, Tilt-Wall Buildings, Churches, Chain Stores, Fast Food Restaurants, etc. Public: Court Houses, Libraries, Jails, Schools, Central Plant Facilities, etc. SUMMARY OF OUR ATTRIBUTES Our services consist of geotechnical, environmental, construction materials and geoforensic engineering. Geotech Engineering and Testing (GET) is the leading soils and foundation engineering firm for residential projects in the Texas. Some of our attributes are described below: o Geotech Engineering and Testing is one of the few firms in Texas specializing in residential developments. We are currently working for some of the largest builders and developers in the Gulf Coast area. We do more residential work in the Houston area than any other firm. o Geotech Engineering and Testing’s staff consists for about 60 engineers, technicians, and support staff, specializing in the field of geotechnical, environmental, and materials engineering. We can dispatch our people very quickly at the client’s request.

Geotech Engineering and Testing’s Laboratory Facilities are certified and approved by the City of Houston, Harris County, American Association for Laboratory Accreditation (A2LA), Cement and Concrete Reference Laboratory (CCRL), and American Association of Highway Officials (AASHTO). We do all of our laboratory testing work in- house. You should only do business with the accredited laboratories. o Geotech Engineering and Testing carries a $2,000,000 general liability insurance. In addition, the company has professional liability insurance, including errors and omissions. Since, mistakes and omissions can happen in our profession, just like any other profession, this insurance will protect our clients and the design team up to $2,000,000 per claim. It’s a good idea to do business with the consultants who do have this type of insurance. o Geotech Engineering and Testing is one of the few firms in Texas, specializing in residential geotechnical projects with professional liability insurance. o Mr. Eastwood, the principal of the firm, is on the Post-Tensioning Institute Slab-on-Grade Committee on the design of post- tensioned slabs. He is one of the co-authors of the book “Design of Post-Tensioned Slabs-on-Ground.” This book is used for the design of the post- tensioned slabs throughout the United States. o Geotech Engineering and Testing specializes in representing developers and builders in litigation suits, providing them with the highest quality engineering counsel. o Mr. Eastwood is a former Board of Director of Greater Houston of Builders of Association (GHBA). GET is a leading firm in developing and training builders for foundation construction. Geotech Engineering and Testing is a member of the Builder’s Political Action Committee and Developer’s Council Committee of the GHBA. o Mr. Eastwood was on the Texas Board of Professional Engineers Residential Design Committee. The purpose of this committee was to develop guidelines for design of residential foundation in Texas. Furthermore, Mr. Eastwood is on the American Society of Civil Engineers Residential Foundation Design Committee. This organization has developed design guidelines for residential foundations in Texas.

GEOTECH ENGINEERING AND TESTING 4 STUDY TYPES Study Description Phase I Environmental Site Assessment Study (ESA) Environmental laws require that prospective property owners of properties conduct a reasonable and appropriate inquiry into the property, its past user, and the associated environmental liabilities. This type of study is conducted to evaluate potential risk of contamination at a property. In the event of potential contamination, a Phase II ESA is conducted. Phase I Geologic Fault Study Geologic Faults are located all over the Gulf-Coast area. In general, faults are caused by groundwater and oil removal from the underlying surface. Faults originate several thousand feet below the ground surface and can often cause displacement of the ground surface, causing broken pavement and damage to residential and commercial structures. As a part of any due diligence a developer or builder should conduct this study for tracks of land they are planning on developing. Structures/facilities built on active faults may experience distress. Site Characterization Study This study will evaluate physical site conditions such as geologic and geographic settings, slopes, backfilled ditches, channels, ponds, natural features, erosion features, and possible structure locations which could impact the foundations for the proposed residences. Feasibility Geotechnical Study This study is conducted to evaluate suitability of the soils and groundwater relative to a parcel of land for construction of foundations, roads, detention ponds, channels, and underground utilities. Final Geotechnical Study This study will be to explore subsurface conditions along the proposed underground utilities, detention ponds, street alignments, foundations, etc. and using the information obtained, develop preliminary recommendations to guide design and construction of the facilities. Foundation Geotechnical Study This testing includes soil borings, laboratory testing, engineering analyses and recommendations regarding Post-Tensioned slab foundations. Compaction Evaluation We will evaluate the degree of compaction of subgrade and fill soils on client lots. We will conduct testing on every lot, test at one-ft intervals, conduct density and proctor tests. We will develop a reliance letter.

GEOTECH ENGINEERING AND TESTING 5 GEOTECHNICAL ENGINEERING SERVICES General Geotech Engineering and Testing and its staff members have many years of experience in conducting engineering services for more than 24,000 projects. The firm conducts over 1,200 projects a year. We can provide our services anywhere in Texas. Virtually every structure requires consideration of subsurface features unique to the locale. Our team of geotechnical consulting engineers evaluates the characteristics of subsurface soils and groundwater. After the engineers interpret this data, they make recommendations on soil parameters used for design and construction purposes. Field Equipment Drill Rigs. GET is one of only a few firms in Houston that has its own drill rigs. GET is equipped with eight drilling rigs, including a Simco and Failing Drilling Rigs, to perform wet rotary or hollow-stem borings. We also have four Lone Star, three portable rigs and two limited access buggy rigs. We can conduct drilling and sampling with our rigs up to 120-feet. In addition, together with our subcontractor drillers, we can drill to much deeper depths, install monitor wells, piezometers, and inclinometers. Our field crews have many years of experience in various subsoil and groundwater conditions. Our commitment to the client is to provide dependable service, the best and most up-to-date equipment, and reliable drilling personnel. GET has the capability and experience in surveying and staking the boring locations and providing clearance from underground utilities. In areas that are heavily wooded, we can arrange for clearing of the project site. We are one of the few firms in Houston with our own drilling rigs. The portable rigs are very useful on wooded or sites with soft subgrade conditions. These small rigs can go places where the larger rig cannot get to. Therefore, saving the client time and money. GET is one of the few firms in Texas which is equipped with miniature rigs. These rigs are small enough that they can access hard to reach places and sites that are wooded, without significant clearing. Furthermore, since these rigs are portable, they can easily be placed on sites with wet subgrade soil conditions which create access problems. Mules. We have two mules. We use these limited access vehicles to pull our portable rigs into muddy or wooded project sites. The drilling capabilities are the same as a portable rig by itself. However, this makes us able to access sites where a truck cannot. Geotechnical Laboratory Geotech Engineering and Testing’s laboratory has the capabilities to produce geotechnical testing under controlled conditions to evaluate standardized tests of materials, and tests of new materials used in research and development.
  • 8. GEOTECH ENGINEERING AND TESTING 6 Our tests will be conducted in general accordance with ASTM standards.
