The First Petitioner:
The first petitioner is P.Chandira ,aged about 47 years,W/o R.Thangavel,the second
petitionerhereinandnotice andservice tothe petitionersare as stated above.The first petitioner is
appearing in person on behalf of the both the petitioner.
The SecondPetitioner:
The second petitioner is R.Thangavel,S/o S.Ramasamy,the second petitioner herein and
notice andservice tothe petitionersare asstatedabove.The firstpetitionerishiswife andappearing
in person on behalf of the both the petitioner.
The first Respondent:
The first Respondent is Mr.V.Natarajan,S/o G.Venkatesan,C-24,Ammonia Road,
Block-27,Neyveli-3 and he is working in Neyveli Lignite Corporation and his CPF No is
37848,the Chief Technician. The notice and service to the first respondent are as stated above.
The secondRespondent:
The second Respondent is Mr.D.Ananthakrishnan,S/o R.Damodaran,F-31 ,J.N.Salai,
Block-26,Neyveli-3 he is working in Neyveli Lignite Corporation, Barshingsar Project,
Bikaneer, Rajasthan.The notice andservice tothe secondrespondentare asstatedabove.
The third Respondent:
The third Respondent is Mr.S.Krishnarajan,S/o Soundappan,E-35,Bharathi Dasan Road,
Block-9,Neyveli and he is working in Neyveli Lignite Corporation. The notice andservice tothe

The fifth Respondent is Mr.R.Venkatachalapathy, Nehru Nagar,No:25, 2nd Cross

The sixthRespondent:
The sixth Respondent is Mr.C.Vijayaraman, S/o N.Chandrasekaran, Ellaipillai Chavadi,
Siddananda Nager, Block-3,No:28,Basement Floor, Pudhucherry-605005 the builder of the
Inbamam Apartments,Perumal Nager,Pondicherry. The notice and service to the sixth
respondentare asstatedabove.
The seventhRespondent:
The seventh respondent is the member Secretary,Pondicerry Planning Authorty,
Jawahar Nager,Boomian Nager,Pondicherry.The notice and service tothe seventhrespondent
are as statedabove.
The Eighth Respondent:
The eighth respondent is the Enquiry officer through Chief Manager(HR),Conference
Hall,A.O.Building,Barshingsar Thermal Power Plant,NLC Ltd, Barshingsar Project, Bikaner,
Rajasthan-3344402. The notice and service tothe eigthrespondentare asN.A.K.Sharma Advocate.
The ninthRespondent:
The ninth respondent is Thiru.Ramachandran,The External Enquiry officer,Neyveli
Lignite Corporation,Trichy through the Presenting officer,Chief Vigilance Officer,Neyveli
Lignite Corporation,Neyveli.The notice andservice to the ninthrespondentare asstatedabove.
In these circumstances, it is therefore prayed that this Hon’ble Court may be
pleased to pass a WRIT CERTIORARI or any other writ, order or direction in the nature of a
writ, to call for the records relating to the proceedings of the seventh to ninth respondents
to regularise the period from 16.04.08 to 04.05.08,14.07.08 to 07.08.08,06.09.09 to 19.08.09
as duty period for the second petitioner and the period from 08.06.09 to 25.10.09 as duty
period to the first petitioner and to get the approved apartment as per the agreement
dated:02.11.99 between fourth to sixth respondent in presence of the first and second
respondent as per the order of the seventh respondent and pass such other or further order
as this Hon'ble Court may award suitable and adequate compensation of seven crore jointly
for the loss, not tolerable mental agony, threatening, undue harassment suffered due to the
acts of the respondents deem fit and proper in the facts and circumstances of the case with
consequential benefits and thus render justice.
