1. CITATION
I am the one of the applicant of Kalpana Chawla Award 2007, 2012,
2014 and Central Award 2012&2014 in W.P.No:25115/12 and W.P on
04.12.2014, Meritorious Promotion as Divisional Engineer and the monetary
benefits of Assistant Divisional Engineer on 17.06.02 on which the loss to the
Government money is proved in W.P.No:26463/01 Dt: 23.04.03. Even though
the Loss to the Government money is proved on 17.06.02,the Vigilance
Department permitted the accused the Partners of Sridevi Enterprises and
Er.Haribabu, the former Junior Engineer (H) Nabard and Rural Roads,
KattummannarKovil. The State represented by the Secretary, Highways and
Minor Ports Department, Secretariat, Chennai has arranged for departmental
enquiry by passing G.O.No:3.11.09 and Govt Lr.Highways Secretariat, Dt:
13.10.08 and granted for sanction for Prosecution. The V&AC Department
permitted the accused contractors in FIRNo: 10/03 to escape from clutches of
law and the Chief Judicial Magistrate Court, Cuddalore action dropped the case
on 01.12.2010. The DMK Government Chief Secretary passed a resolution for
Kalpana Chawla Award in the year of 2007 to permit the accused to escape
from clutches of law without presenting the application before Selection
Committee. My application in the year of 2012 was presented before the
Selection Committee of Kalpana Chawla Award 2012 and my name was
selected. In order to permit the accused to escape from clutches of law

2. Mrs.Rajalakshimi and Miss.Sivaranjani was awarded in the year of 2012
violating Indian Constitutional Law by the ADMK Government Chief
Secretary. Hence it is necessary to recall the Award from them. My application
in the year of 2014 was not presented before the Selection Committee of
Kalpana Chawla Award 2014. Even though I have submitted an application for
five, the District Collector, Cuddalore forwarded for me and to my Divisional
Engineer. In order to permit the accused to escape from clutches of law
Mrs.Ponni, the former Superintendent of Police, Erode and Nagapattinam was
awarded in the year of 2014 violating Indian Constitutional Law by the ADMK
Government Chief Secretary. Hence it is necessary to recall the Award 2014
from her. The Vigilance and Anti-Corruption Department, Nagercoil,
Kanniyakumari District jointly with Police department permitted the accused to
escape from clutches of law in FIRNo: 969/12 filed by the Inspector of Police,
Vadasery. The police department permitted the accused to escape from clutches
of law in CSRNo: 477/13 filed by Thiru.Vijayakumar, the Sub-Inspector of
Police, and Bhavani on 25.11.13. Even though the Director, Vigilance and Anti-
Corruption Department, Aryapuram, Chennai forwarded my application relating
to “Corruption of Erode District Police” for necessary departmental action to
the Director General of Police, Chennai on 17.02.2014, the DGP has not
arranged to conduct departmental enquiry against them still now. The Director,
Vigilance is not a simply forwarding agency to DGP office. He has to collect
the report from them to verify the correctness and Genuiness of Director

3. General of Police. I have submitted a complaint to the Inspector of Police,
Kadampuliyur which is recorded under CSRNo: 261/14 on 19.07.2014. The
Inspector of Police, Kadampuliyur has not conducted an enquiry in accordance
with “Principles of Natural Justice.”and suppressed the enquiry conducted by
the Sub-Inspector of Police Thiru.Chandru and Thiru.Thiruvenkadam and the
documents submitted by me to the Judicial Magistrate Court-II,Panruti in
CMP.No:6824/14 and before the Hon’ble High Court in Crl.O.P.No:1195/15
and Crl.O.P.No:6824/15. The Hon’ble Justice refused to pass orders for the
change of investigation from Police to Vigilance or to CBI. The Superintendent
of Police, Cuddalore and the Superintendent of Police, Erode failed to take
action based upon my compliant submitted by speed post on 20.05.2014 and the
copy submitted to the District Collector, Erode. Even though the work Special
repairs to Keelirruppu Kattuppalayam is executed by me departmentally the
police department forced Thiru.Chakkravarthy,the Assistant Divisional
Engineer(H)Nabard and Rural Roads,Cuddalore to prepare bill favour to the
contractor Thiru.Jothi, S.J.M,Constructions,Cuddalore without doing his work.
The District Collector, Cuddalore forced the Divisional Engineer, (H) Nabard
and Rural Roads, Cuddalore to pass bill favour to the contractor Thiru.Jothi,
S.J.M, Constructions, Cuddalore without doing his work. The Superintendent of
Police, Cuddalore failed to take action against the Real estate builders who
cheated the public and to hand over the building in time. Instead of taking based
upon my compliants the S.P.Cuddalore falsely implicated me in C.C.No:41/14

4. before the Judicial Magistrate Court-II, Panruti. Even though the matter
informed in person to the Deputy Superintendent of Police, Vigilance and Anti-
Corruption, Cuddalore on 16.07.2014, he has failed to take action against them.
Hence departmental execution of works in Highways department is more
beneficial to the Government on public interest and to protect the dignity of the
Engineers and work has to be awarded to the contractors based upon the
registration seniority for the supply of materials.The related documents are
submitted Annnexure. Even though I have submitted an application for sanction
for Prosecution to the Home Secretary, Highways Secretary and an application
to the Director, Vigilance,Chennai to conduct investigation for corruption in
Awarding Kalpana Chawla Award on 03.09.14 no action and reply has been
received. There is the Corruption in “Police,Vigilance Department, Highways
Secretariat,Chief Secretariat,Public(General)department, District Collectorate
in the above mentioned cases has to be viewed by the Government on Public
interest as they have failed to do their duty and given undue harassment to me
and to my family members from 2001.
