There are three categories of Corporate Actions that are shown being emitted by this CA notifications origination process:
1) LEI Corporate Action Messages
CA messages that arise due to changes in Group legal entities whose identifying reference data for LEI registrations is
managed by a Group-level LEI registration management utility.
The corporate action messages that result from monitoring and acting on changes in group entity registration information
are not confined or local to the LEI system, as they would be reporting on subsidiaries that may warrant public CA
notification reporting to the public as well. But the objective of tapping into corporate events for group-managed LEI
registrations would be in part to detect and notice those events that should be updated to the LEI system.
Note: the ingesting of ISO 20022 Corporate Actions notification messages by the Global LEI System (shown at the top in the light orange
panel) has been discussed, and proposed, by the FSB LEI Private Sector Preparatory Group (PSPG). However, it is an anticipated
enhancement to the Global LEI System (GLEIS) whose implementation is dependent first on the establishment of the formal LEI system
with a Central Operating Unit (COU). The COU, or Global Legal Entity Identifier Foundation (GLEIF) will establish the information
standards of the federated LEI system, as well as provision a degree of operational services on behalf of the federation of LEI Registrars
(LOUs). The system is currently operating in an interim phase where “pre-LOUs” sponsored by jurisdictional regulators are providing ISO
17442-compatible pre-LEI registration services that will be grandfathered into the formally established GLEIS.
4. 2) Custodial Account Corporate Actions Messages
The Custodial Account CA messages are intended to be those that align with the dividends and payments (shares and cash)
use case involving Citigroup custodial account notifications and transactions.
3) Other Corporate Actions Messages
Other CA Messages would be whatever else was produced by the POC as determined by whatever constraints or limitations
are put on the scope of events at the "River Head" that the exercise is intended to address.
The two panels on the left and center can be viewed as a complementary sub-system that would help manage the
integration of the LEI system for Citigroup. The integration of the LEI (pre-LEI) system consists mainly of:
(a) Group-managed registrations of LEIs for Group Entities (the light-blue panel), and
(b) Cross-referencing and matching all pre-LEIs with internal business line customer master files so that regulatory
reporting of counterparty transactions using LEI counterparty tags (the light green panel).
Banks may already have begun preparing in-house facilities for doing this, but, for what it is worth, this business need is also
one for which tools and applications have been developed to assist banks that have not organized in-house efforts, or who
may seek help in doing so in order to meet regulatory reporting timeframes.
The light aqua-blue panel represents where the work on the application build would be focused.
