Transition effects allow CSS property values to change smoothly over a specified duration. To create a transition, you must specify the CSS property to transition and the duration. The transition-property defines which property the transition applies to. Transition-delay sets a delay before the transition starts, while transition-timing-function determines the speed of the transition - whether it's slow at the start/end or maintains a constant speed. Transitions add animation to property changes rather than abrupt changes.
