4. The objective of this intellectual output is not just the description of the
developed methodology in the frame of ESVET project.
As recognition (of a training course) is the last official procedure of the
training period, here we have to analyse and describe the whole proposed
by ESVET project procedure. This report is a core one as the whole training,
assessment, validation and recognition procedure developed by our
partnership will be described in details.
Here the recognition procedure of the proposed blended competency based
training will be analyzed along with the training pathway of the ESVET
project in order to describe in details the pathway that a potential trainee has
to follow.

5. The main deliverable of this Output is an overall report which will form the
basis (along with IO2 and IO3) for the IΟ5-“Update of CEMES Platform to
evaluate the new competencies”.
This IO is based on the findings/reports of the previous Intellectual Outputs:
“Ο2-Action-oriented description of learning outcomes/competencies for a
modular training system” and “Ο3-Methodology for assessment of ECVET
modular training systems.
The final report will be translated into all languages of the partners and
include relevant templates (e.g. Europass CV etc). Each partner
organisation will contribute to the development of this report according to
their experience and expertise.

12. Decide upon the need of a pre-evaluation procedure of
the potential trainees. If such a procedure will be
determined then partnership have to decide upon
a) what is the pass level
b) what is the next step procedure if the potential
trainee succeed in this pre-evaluation procedure (e.g.
can we give him the right to take the final
assessment/evaluation? Does the trainee has to
prove that has the Entry requirements as defined in
Intellectual Output 2 “Action-oriented description of
learning outcomes competencies”

13. Decide upon next procedure if a trainee will fail at the
final assessment/evaluation procedure. Here also a pass
lever must be indicated. If the trainee fails on the final
examination:
A)does he/she have to take the training again?
B) does he/she have to take only the final assessment or
have to take some of the assessments according to
which Learning outcomes he/she has failed?
C) if he/she can take the final examination again should
we indicate a new pass level and the number or
repetitions?

15. Recognition of the learning outcomes

According to ECVET Mobility Toolkit the
recognition of learning outcomes is generally
understood to mean: the process of attesting
officially-achieved learning outcomes through
the award of units or qualifications. Following
validation, learners receive official
confirmation of the fact that the knowledge,
skills and competence acquired abroad have
been accepted as part of the intended
qualification or as an add-on. In practice, this
can mean that learners receive a certificate or
that the unit(s) of learning outcomes are
recorded in their personal transcript (or
similar) document.

According to partners feedback on “Draft analysis template of Intellectual Output
4” the proposed and developed by ESVET validation/certification procedure
should focus on the possibility to issue an official ESVET Certificate, despite the
fact that this is not obligatory from the application form

Validation and recognition
There are some major and important documents that are used in cases of
ECVET and training periods abroad. ESVET may not be strongly connected to
mobility periods abroad but as long ECVET methodological tool is used for
both the definition of learning outcomes and assessment tool/methodology, the
documents below and their usefulness must be taken into account.

Memorandum of Understanding (MoU): a framework agreement between
partner organisations, from two or more countries, confirming
cooperation arrangements and procedures. The key aspects that must
be shared, discussed, agreed on and made explicit in the MoU - prior to
launching any mobility programme – include:
details of organisations signing the MoU: confirming areas of
competence and responsibility in their country
available qualifications and units of learning outcomes: namely, those
suitable for use with learners undertaking a period of geographical
mobility
assessment, documentation, validation and recognition procedures:
confirming roles and responsibilities alongside mechanisms, tools,
techniques and templates
20. Learning agreement

A learning agreement is an individualised
document which sets out the conditions for a
specific mobility period. It specifies, for a
particular learner, which learning outcomes
and units should be achieved together with
the associated ECVET points.
The learning agreement also lays down that, if
the learner achieves the expected learning
outcomes and these are positively assessed
by the "hosting" institution, the "home"
institution will validate and recognise them as
part of the requirements for a qualification.

21. Personal transcript

The personal transcript is a record of
learning achievements. It contains
information on learners’ assessed
learning outcomes, units and ECVET
points awarded.
It also specifies the identity of the
learner and the competent institution(s)
that assessed validated and recognised
learners’ credit.

that belongs to the learner.

official body could be responsible for the issuing of
the ESVET certification. If this is not possible then
the ESVET consortium could sign and issue such a
Certificate which will be included in the personal
training folder of the trainee
