1. 2.0 INTRODUCTION ON THE STRATEGIC PLAN/TOPIC
Government has implemented several programs in their strategic plan in order
to secure the public value in the public sector. For instance, during the opening speech
by Y.A.B Dato’ Seri Najib Bin Tun Haji Abdul Razak, Prime Minister of Malaysia at
the Official Opening of the 6th International Halal Showcase (MIHAS 2009) on 7 May
2009 which has say that Malaysian is gathering of Halal business and research
communities from all around the world. It is because the rising affluence of Muslims
worldwide and the increasing awareness on Halal have created high demand for Halal
product and services. This is to protect a Muslim and provide more Halal product and
services for them. Besides that, the Malaysian Halal standard was also has been
expanded to cover cosmetics and personal care products and other multinational
companies such as Nestle, Colgate Palmolive, Ajinomoto as well as Unilever are being
used the Malaysian Halal Standard as well.
The Sixth International Halal Showcase (MIHAS) that has been established in
a country defined as respected as a modern, peaceful and prosperous Islamic country
especially among OIC member countries. The Malaysia's central position in Asia
makes it an ideal trading platform to draw the world's Halal players in facilitating the
sourcing and selling of global quality Halal products among society especially among
a Muslim. Besides that, this organization was also embraces the Halal concept in all its
dimensions from pharmaceuticals and herbal products, cosmetics and health care to
Islamic investment, banking and Takaful in a country. MIHAS was organized by
Malaysia External Trade Development Corporation (MATRADE). It is to raise the
profile of Malaysian exporters in foreign markets as well as to disseminate timely and
relevant information and market intelligence to help Malaysian companies gain a
competitive edge in foreign markets. Besides that, it was also introduce the Malaysian

activities to promote the export of Malaysian goods and services in overseas markets
around the world.
In order to coordinate the overall development of the Halal industry, the
government was also has established the Halal Industry Development Corporation
(HDC). HDC is Malaysia's response to the momentum building up worldwide, for
better quality products and services as consumers gain confidence in the Halal process
of product or services. It will provide manufacturers, distributors, retailers,
entrepreneurs, researchers and investors all the necessary assistance to penetrate the
global Halal market through the adoption of the Malaysian experience and expertise in
food and non-food sectors in a country.
Besides that, the area of Islamic finance in Malaysia was also another
important business within the Halal value chain to secure the public value in the
country. Thus, Malaysian has launched the Malaysia International Financial Centre
(MIFC) initiatives to offer its value proposition in Islamic finance to the world.
Therefore, in order to secure the public value in a country, government has established
these several institution to achieve the high demand of Halal product and services
among a Muslim. So that, it give more advantages of the country as well as open more
opportunity to other institution to increase their performance in served the various
needs of publics.
