The
Council,
ac-ng
by
qualified
majority
on
a
proposal
from
the
Commission,
shall
remove
a
third
country
from
the
list
of
non-‐coopera-ng
third
countries
if
the
third
country
concerned
demonstrates
that
the
situa-on
that
warranted
its
lis-ng
has
been
rec-fied.
A
removal
decision
shall
also
take
into
considera-on
whether
the
iden-fied
third
countries
concerned
have
taken
concrete
measures
capable
of
achieving
a
las-ng
improvement
of
the
situa-on.
• 2.
Following
a
decision
taken
pursuant
to
paragraph
1
of
this
Ar-cle,
the
Commission
shall,
without
delay,
no-fy
Member
States
of
the
lihing
of
the
measures
laid
down
in
Ar-cle
38
in
respect
of
the
third
country
concerned.
• From
a
pure
technical
point
of
view,
EU
policy-‐makers
expect
that
de-‐lis-ng
could
be
as
fast
as
6
weeks…
