Islamic Republic of Afghanistan, is a landlocked country located within South-Central Asia. Afghanistan is bordered by Pakistan in

territory covers 652,000 square kilometers (252,000 sq mi) and much of it is covered by the Hindu Kush mountain range, which

get very hot in summers. Kabul serves as the capital and its largest city.

Ghaznavids, Ghorids, Khaljis, Mughals, Hotaks, Durranis, and others have risen to form major empires.

The Afghanistan–Pakistan Transit Trade Agreement (also known as
APTTA) is a bilateral trade agreement signed in 2010 by Pakistan and
Afghanistan that calls for greater facilitation in the movement of goods
amongst the two countries.
The United States emphasized the importance of a revised transit
agreement between Pakistan and Afghanistan to revive trade route
along the ancient Silk Road between South Asia, Central Asia, and the
Middle East. As a result of the shortcomings of the ATTA, a new treaty
between Afghanistan and Pakistan was necessary that would permit
Afghanistan access to Indian markets, and Pakistan reciprocal access
to Central Asian markets via Afghanistan – which by 2010 had been far
more stable than it had been in the previous 20 years.

The Commonwealth of Independent States (CIS) formed when the former
Soviet Union (now called Russia) totally dissolved in 1991.
At its conception it consisted of ten former Soviet Republics: Armenia,
Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan,
Turkmenistan, Ukraine, and Uzbekistan.
The nations of Azerbaijan and Georgia later joined the association in
1993.

On Arrival of Train/Cargo at Termez, broker when ready to receive the cargo intimates the nos. of cntrs to Termez railway authorities to dispatch
cntrs/cargo to Hairatan.
On Arrival of cntrs at Hairatan the railway power deliver these cntrs at the broker/contractor Yard for further custom processing.
Customs Broker (Known as Commission Kar) prepare a Customs Declaration (Known as Izhar Nama) comprising all relevant details as per documents
(mentioned above) and submit to Port Customs (Situated at Terminal 1) with all original documents
Port Custom will scrutinize, that given details in declaration form are correct and intact as per documents.
If provided details found in order then they will allow us for process of T1.
T1 (ILMOKHABAR) Preparation
Along with all above documents (Mentioned Item 1 to 5) we will process for T1 with Border Customs (Known as Sarhadi Custom)
After getting the T1 (ILMOKHABAR) we will process for port formalities.

1- Initially the Process begins with the Accountability of cargo ( Known as Khazana Dar ), The respective personals
are responsible for calculation of Demurrage and Detention Amount, done upon arrival of cargo.
2- Upon making the relevant payments (Inside Port Bank) till the date of dispatch, a formal receipt (Known as
cheque) is issued for payments made.
3- The above receipt/cheque must contain 03 Signatures with Ink Color Identification.

We are supposed to gate out our cargo till date we have made the payment , and step wise we have to go through with following
department.
1. Import Department (Shoba -e- Waridat)
2. Cargo Receiving Department (Shoba -e- Tahveel Dar)
3. Inspection/Checking Department (Shoba –e- Hayat –e- Port)
4. Manager Yard/Receiving (Mudeer –e- Tahveel Khana)
5. Manager Import / Export (Mudeer –e- Waridat / Sadirat will put on stamp on Bar Nama)
6. Manager Port (Mudeer –e- Port will put remarks with Red Pen OK to Exit)
Finally cargo will move to Port Exit Gate and gate staff will check Manager Import/Export and Manager Port (Red Ink Pen)
endorsement on Bar Nama.
Customs Clearance
Driver will move from Port Exit gate with all documents to Balkh Custom (Also known as Hairatan Customs & Mazar Custom)
Custom Building is on distance of 2/3 km away, there driver put all the documents in Custom Box
Custom Broker (Commission Kar) will collect the documents from box and process the customs clearance
Custom will issue a computerized paper (known as Gumruk Paper) and later can move the vehicles to destinations.
