ANSWER
MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS
(SHRI G. KISHAN REDDY)
(a) to (c): ‘Public Order’ and ‘Police’ are State subjects as per the Seventh
Schedule of the Constitution of India. The responsibility of maintaining law
and order, including investigation, registration and prosecution of crimes,
protection of life and property, etc., rests primarily with the respective State
Government. However, National Crime Records Bureau(NCRB) complies
and publishes information on crimes in its publication “Crime in India”.
Published reports are available till the year 2019. The State-wise data of
cases registered, chargesheeted, cases convicted and conviction rate etc.
under the offence of sedition (Section 124A of the IPC) during the year 2019
is placed in Annexure.
Amendment of laws is an ongoing process.
