CIRCULAR
TheGovernmentofMaharashtrahasissuedConsolidatedRevisedGuidelines
onthemeasurestobetakenforcontainmentofCOVID-18intheState,vide
GRbeaingNo:DMU/2020/CR.92/DisM-1,dated17th
April2020.
Tomitigatehardshiptothepublic,selectadditionalactivitiesisallowed
witheffectfrom20th
April,2020,whichwillbeoperationalizedby
concernedauthoritiesbasedonstrictcomplianceoftheguidelineson
lockdownmeasures.Theconcernedauthorityisrequiredtoensurethatall
preparatoryarrangementsandrequirementsofconsolidatedrevised
guidelinesareinplacewhiletheallowedactivityisbeingcarriedout.
Underclause16oftheRevisedGuidelineshaspermittedConstruction
activity,inMCGMArea:
1.Allurgentpre-monsoonrelatedworks
2.Constructionofworksinconstructionprojects,withinlimitsofmunicipal
corporationsandmunicipalities,whereworkersareavaiilableonsiteand
noworkersarerequiredtobebroughtinfromoutside(insituconstruction).
Howeverin MCGM and in PMC with the permission ofMunicipal
Commissioner.
TheFollowingguidelinesandprocedureistobefollowedforobtainingpermission
oftheMunicipalCommissionerforcarryingoutConstructionActivityinMCGM
area.(ExcludingContainmentZone)
A.Allurgentpre-monsoonrelatedworks:
Forallprecautionaryworkswhicharerequiredtobecarriedoutbefore

2. monsoon for allstructurers (constructed or under construction),
constructionofretainingwalls,orworkofshorepilingetctoprotectagainst
landslides,waterproofingofterracesandsuchexposedareas,completion
ofbasementsandothersubsoilworks,shallbepermittedtocommence
providedsuchworkshadcommencedpriorto14th
March,2020andwere
requiredtobeleftasitis,duetocommencementoflockdown.
Foraforesaidwork,transportofallgoodsisallowedunderclause12ofthe
revisedguidelinesissuedbyGovernment
Supervisorystaff,machineoperatorsshallalsobepermittedbetraveland
attendthesite,fromtheirplaceofresidenceeveryday.Theywillhowever
notallowedtousepublictransportforthepurpose.
Workersshallalsobepermittedtobebroughttositefromtheirplaceof
residence,providedproperarrangementfortheirstayingatsiteismade
andtheyarenotrequiredtotraveltoplaceofworkoneverydaybasis.
AnapplicationasperAnnexureAtothiscircularshallhavetobesubmitted
onlineortoofficeofZonalDyCh.EngincaseofBuildingprojectworksfor
whichCChasbeenissuedandtoAC(Ward),forworksotherthanBuilding
project(egrepairstowaterproofing.Plasteringofexistingbuilding).The
applicationshallbeprocessedbyconcernedAE(BP)/AE(maint),within2
daysandpermissionshallbeissuedinaccordancewiththeattachedform1.

B.Constructionofworksinconstructionprojects,otherthanpreMonsoon

3. relatedwork.
Constructionofworksinconstructionprojects,whereworkersareavaiilable
onsiteandnoworkersarerequiredtobebroughtinfromoutside(insitu
construction),shallbepermitted.
Foraforesaidwork,transportofallgoodsisallowedunderclause12ofthe
RevisedguidelinesissuedbyGovernment
Supervisorystaff,machineoperatorsshallalsobepermittedbetraveland
attendthesite,fromtheirplaceofresidenceeveryday.Theywillhowever
notallowedtousepublictransportforthepurpose.
NoWorkersshallalsobepermittedtobebroughttosite,Onlyworkers
availableandstayingatsiteonthedateofcommencementofworkshallbe
permittedtocarryouttheworkatsite.
AnapplicationasperAnnexureBtothiscircularshallhavetobesubmitted
onlineortoofficeofZonalDyCh.EngalongwithcopyofCCwhichhasbeen
issued.TheapplicationshallbeprocessedbyconcernedAE(BP)within2
daysandpermissionshallbeissuedinaccordancewiththeattachedform2.
Theowner/Contractorshallensurethatallpreparatoryarrangementswith
regardtothestandardoperatingprocedures(SOPs)forsocialdistancingas
alsoothersectoralrequirements.atsite,siteofficeandplaceofworkarein
place.
Followingaremandatoryrequirements:

4. 1.Thermalscanningofeveryoneenteringthesiteanytimeofdaybe
shouldbedone.Ifanyonehasreadingmorethanpredifinedvalue,then
heshouldnotbeallowedtoenterthesite.
2.Congestionatanylocation,speciallyatentryandexitplaceshouldbe
avoided. Suitable arrangement shallbe made, for maintaining
seggragatingdistancebetweenworkers.
3.Allworkersshouldwashtheirhandatthepointofentry,beforeentering
theplaceofwork,beforeeating.Suitablearrangementforthesame
shouldbemadeatthesite.
4.Allworkersmustcovertheirmouthandnosewithclothoramask.
5.AllCommonareasuchasLabourcamp,canteens,toilets,entry/exitgate,
shouldbecleanedondailybasis,anddisinfectantshouldbesprayed
twiceaweek.
6.Adoctorshouldvisitthesiteatleasttwiceaweekandexamineeach
workerandrendermedicalassistanceifrequired.
7.Nooneshakehandswithanyone.
8.Separatearrangementforsickworker(isolation)shouldbekeptready
