1. TIME SHEET SOLUTION 2015
SCOPE
The purpose for the KCOJ Time Sheet Solution project would be to allow employees the abilityto enter
their time through a web-based portal application. The application will also allow for employee
submission and manager approval of leave requests on a per-pay period basis. During the scope of
implementation,wecanalsoassessthetechnicalfeasibilityof mobile entryatthe time ofimplementation,
but depending upon technical requirements may require additional time to implement.
Basic Assumptions
There would be a pilot of the AOC and counties with larger number of employees such as
Jefferson, Fayette, and Kenton.
Trainersfromthe HumanResourcesDepartmentaswell asthe ProjectManager will conducton-
site training sessions to KCOJ employees.
Create Virtual andLearningManagementSystems(LMS) trainingcoursesforemployeeswhoare
willing to learn from their desktops and offices.
Ongoing support from HR post go live of the new time sheet.
TECHNICAL REQUIREMENTS & ASSUMPTIONS
The HR Portal functionality must be fully accessible outside of the IP ranges. This is to support true
Employee Self Service from outside of the office, and to further support any mobility functionalities as
they become available. The portal application communicates directly with the SAP system through an
Interface table upon submission.
TIME FRAMES, COSTS AND RESOURCES
The Time Sheet Solution/HR Portal is expectedto go live, March 1, 2016 with an anticipation that all
Judicial Centers, Circuit Court Clerks Offices and the like will be fully trained and knowledgeable of the
new components of the system.
The cost involved in creating the system was very minimal, because of the in-house efforts of the
Department for Shared Services and Technology Services working together in the creation of the Time
Solution System.
IMPACTS & RISKS
Not everyone appreciates the changes that go on in government, and with this system was push back
from our elected officials. Because the prior time sheet system had a built in time clock that many
countiesused,CircuitClerks,Judges,andPre-Trial Officerswill needtorevisetheirstandardsof employees
clocking in/out. This will allow for more accountability to be placed on the employee and supervisor,
rather than relying on systems to perform tasks.
