1. Bill McMullanis an electricpowerengineerwithexpertise inadiverse varietyof technical topicsand
issuesinelectricpowerengineering. Powertransformers andcircuitbreakers,powersystemstudies,
transmissionsystemplanning,andapparatus protection are particularspecialties. He holdsa BSEE
degree fromWorcesterPolytechnicInstitute andaMaster of EngineeringdegreeinElectricPower
EngineeringfromRPI. He isalsoa registeredprofessional engineerinseveral statesandamemberof
the MassachusettsSocietyof Professional Engineers.
His careerhas spannedoverthirtyyears,andincludesemploymentatseveral corporations,eachof
whichprovidedexperienceindifferentfacetsof the industry. He hasheldpositionsof increasing
responsibilityatelectricutilities,large industrial plants,consultingfirms,andelectrical testing
companies. Some of these includeExxonUSA,Westinghouse, NSTARElectric&Gas, Doble Engineering,
BermudaElectricLightCo, CG PowerSolutions,andTRC Engineers. Bill wasalsoamemberof the
adjunctfacultyat WorcesterPolytechnicInstituteforfive years,teachinganddevelopinggraduate
coursesinelectricpowerengineering. Educationandtrainingare interests thatare woventhroughout
hiscareer.
His forte istransmissionsystemplanningandgeneratorinterconnectionsstudies,buthe hasconducted
numerouspowersystemstudiesof all typesfor electricutilitiesandlarge industrialfacilities. The
majorityof these were loadflow,transientstability,faultanalysis, systemprotection, harmonicanalysis
and filterdesign,voltage collapse,andpowerfactorcorrection. Manywere usedforsystemdesignand
equipmentsizingwhile otherswere forensicinnature todetermine the cause of catastrophic
equipmentfailuresandmisoperationsof electricalsystemprotectionschemes. He has providedoral
and writtentestimonybefore regulatorycommitteesinsupportof NSTARprojectsthathe hasstudied
and designed.
While atNSTAR,Bill employedEPRI’sPTLOADsoftware tocreate thermal modelsandcalculate overload
capabilitiesof all 115kV step-downtransformersunderavarietyof loadprofilesandambient
temperatures. He subsequentlypublishedaninternal document forengineersthatexplained the
physicsof operatingattemperaturesabove nameplate. A loadingguide forsystemoperators was
createdfromthe PTLOADresults.
In additionto skillsinanalyticalstudies andteaching,Bill hasagreatdeal of fieldexperience,comprising
about50% of hiscareertenure. A great deal of thistime wasengagedinelectrical measurementsof
energizedapparatusandsystems. Quantitiessuchaspowerflows,harmonics,transient disturbances,
powerquality,and voltage excursions were used asinputdataforstudiesand alsofor investigationof
equipmentfailures. Measurementsof electrical insulationquality of all typesof apparatusand the
mechanical performance of circuitbreakerswereusedtoassessequipmentconditionandguide
maintenance practices. He haswitnessedfactorytestingof numeroustypesof electrical equipment.
The remainderof fieldexperience wasobtainedprimarilyinprojectandconstructionmanagementof
HV and EHV substations,large motorinstallations,andequipmentreplacements. Histenure atBermuda
ElectricLightCompanyprovidedthe unique experience of operatingasmall,isolatedutilitysystem
where frequencyisnotheldsteadyaswhenconnectedtoalarge powergrid.
