1. William A. Froehlich
Bill has a 25-year career of distinguished and highly decorated law enforcement service, working
for both local, county, and federal law enforcement agencies. Bill’s law enforcement career
provided him with the opportunity to work with and develop relationships with community
leaders, political officials, and government entities. Bill’s earned a respected reputation and a
broad network of friendships and professional contacts.
While working fulltime and raising a family, Bill attended Seton Hall University and earned a
Bachelor’s Degree with honors in Criminal Justice, and subsequently earned a Graduate Degree in
Public Administration from Fairleigh Dickinson University.
Since his childhood Bill has always been spirited "serial entrepreneur", and successfully blended
his government experience and education with the billboard business in 1998. Bill was first
introduced to the outdoor advertising business by his father-in-law, David C. Maxwell, President of
the R.C. Maxwell and Company. The R.C. Maxwell Company is one of America's the first outdoor
advertising companies that was founded in 1894, and Bill worked as a community affairs liaison
between the R.C. Maxwell Company and local officials and community organizations.
In 1998, using a home equity loan Bill formed Mercer Outdoor Advertising Company and
successfully developed outdoor advertising signs and permitted sign locations and for a profit Bill
sold Mercer Outdoor Advertising in 2006.
Bill immediately founded Imagine Outdoor Advertising in 2006, and again successfully developed
outdoor advertising signs and permits in New Jersey and Pennsylvania. As the company grew, Bill
formed a partnership with Paul Ducharme under Imagine Outdoor, LLC (“Imagine”) in 2009.
Bill’s expertise is with new business development opportunities in outdoor advertising by using his
extensive government and business experience. Bill has a strong network of industry and
government relationships, and this is evident by his proven track record of developing highly
successful billboard sites
Bill joined the Liquid team in 2013, and is responsible for developing new outdoor advertising
signs, wallscapes, kiosks, and digital displays. His primary responsibilities with Liquid includes new
business development, leasing, building and maintaining relationships with government officials,
landlords, and parking authority senior leadership.
Bill has successfully worked with several private and public property landlords in increasing their
net operating income by developing outdoor advertising signs to their properties and structuring
win-win transactions. His in-depth knowledge of lease acquisitions, leasing and marketing in the
ground lease industry gives him a unique advantage in serving the needs of our clients.
Bill is also actively involved in several community service and volunteer organizations including NJ
Special Olympics, Junior Achievement, and is a volunteer mentor in Trenton and East Windsor, NJ.
