Background:
The political turmoil, progressive restrictions on the exercise of human rights and high levels of
corruption and violence in Venezuela, as well as an on-going deterioration of socio-economic
conditions and increasing humanitarian crisis inside the country, have led to an internal crisis that
has generated significant movements of persons to neighbouring countries and beyond. Starting
2014 about 1.5 million Venezuelans have left Venezuela, particularly over the past two years. Peru
has been particularly affected by the influx of Venezuelan nationals with a significant increase in
2018 and a cumulative 300,000 Venezuelans reached in May 2018. Since the beginning of 2018, an
average of 800 new asylum applications per day were registered by the Special Commission for
Refugees (CEPR). There is an estimated of 85,000 Venezuelan asylum seekers in Peru.
In addition to the possibility of applying for asylum, Peru also offer an alternative migratory
solution (Temporary Residence Permit – PTP) through which the position of some Venezuela
nationals has been regularized (estimated 44,000).
The main entry point into Peru is the northern border with Ecuador -Tumbes. While the vast
majority remains in Peru and are looking at local integration in the main urban centers of the
country, a certain percentage of the Venezuela nationals arriving in Peru cross the country to reach
Chile. In 2017 about 60,000 Venezuela nationals left Peru entering Chile through Tacna. In 2018,
about 22,000 Venezuelans have entered each month to Chili via the Tacna border showing the
recent increase of the flux.
UNHCR established its presence in the country in April 2018 while the L2 Emergency was
declared and an emergency team was deployed thereafter.
UNHCR is responding to the influx directly and through the support of the Government of Peru.
UNHCR is providing direct technical and material assistance to the Special Commission for
Refugees in order to deal with the asylum backlog, to strengthen registration procedures and access
to refugee status determination procedures. UNHCR and its partners are supporting Venezuelans
and host communities by implementing a multi-sectoral activities in terms of information gathering
and analysis (including age and gender disaggregation), identification and referral of those most
vulnerable (including women and children at risk), reception, protection and documentation,
shelter, access to primary health care, to education, material assistance and other key assistance
through cash based interventions. UNHCR has scaled up its protection monitoring capacities at the
border and in urban settings to enhance the identification of individuals with protection or other

specific needs, including those of children at risk, SGBV survivors and LGBTI, as well as the
referral mechanisms to essential services.
Given a complex inter-agency setting in Peru (clusters operational for natural disasters), the
cooperation with IOM is being implemented within the framework indicated by the Secretary
General’s decision on the UN coordination for the Venezuela situation which has to be co-lead by
UNHCR and IOM. In the mark of this joint leadership/coordination, UNHCR and IOM Peru have
set-up an inter-agency working group on refugees and migrants called GTRM (Grupo de
Trabajoobre los refugiados y migrantes) aiming to support the government response.
In addition to Lima, UNHCR is focusing on the entry and exit points of Tumbes and Tacna
respectively paying attention to protection risks and needs along the corridors from Tumbes to
Lima (Piura and Trujillo) and from Lima to Tacna. Therefore, UNHCR has established its presence
not only in Lima but also in Tumbes and Tacna.
Organizational Context:
The incumbent will work under the direct supervision of a Senior Officer and the technical
supervision of an ICT Officer at Regional office level.
The incumbent may play a supervisory role in overlooking the day-to-day activities of the Telecom
operators in the offices in the area of coverage. H/She has working relationships with UNHCR staff
members in the office and other offices within the country of assignment as well as with staff of
UN agencies and other UNHCR partners within the zone of operation to exchange information and
to provide assistance..
Duties and Responsibilities:
 Assist the office in implementing set standards for applications that meets the needs of the
users and supports the overall Information and Communication Technology.
 Monitor and maintain the LAN, Network Servers, Routers, Printers, LAN Points, Switches,
Patch panels, Access points, HF and VHF bases, HF and VHF relay stations, Satellite
Modem…to prevent faults occurring.
 Carry out missions for new installations and routine maintenance tours of ICT equipments.
 Ensure that ICT problem recovery is done as quickly as possible and make regular system
back-ups.
 Assist with the installation of the software packages, basic repair/maintenance of computer
hardware, HF and VHF equipment.
 Train UNHCR staff on email system, utilization of VHF handhelds, telephone system.
 Add and remove users from the Networks.
 Maintain the inventory of ICT equipment and keep track of movements of ICT equipment.
 Draft mails and memoranda on ICT matters.
 Assist in the drafting of technical documentation on radio equipment operating procedures
 Certify invoices and delivery notes and pass for payment.
 Evaluate needs for upgrading and eventually replacing ICT equipment in the field, to meet with
UNHCR standards.
 Select the most efficient and economic means for the transmission of messages, taking into
consideration the nature and priority of communications to be transmitted.
 Carry out administrative duties, within the area of competence as assigned.
 Perform other duties as required.
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
REQUIRED.
- National Peruvian or with residence permit with authorization to work.
- Completion of Secondary school or equivalent technical school with training/certificate in
Telecommunication and Information Technology.
- Minimum 5 years of previous relevant experience in the ICT field;
- Fluency in English and working knowledge of another relevant UN language or local
language (as applicable in the duty station).
- In offices where the working language is not English, excellent knowledge of working
language of duty station and working knowledge of English.

ACNUR Alto Comisionado de las Naciones Unidas para los Refugiados Buenos Aires, 19 de junio de 2018 Ref: 18/AF/165- Vacancy announcement for UNHCR Lima, Peru Post Title Snr ICT Assistant Post Level GS5 Duty Station Lima, Peru Closing Date Type of contract 21 Junio 2018 (inclusive) Temporary Appointment from 1st July to 31 December 2018 (may be extended subject to funds availability and the operational needs) Background: The political turmoil, progressive restrictions on the exercise of human rights and high levels of corruption and violence in Venezuela, as well as an on-going deterioration of socio-economic conditions and increasing humanitarian crisis inside the country, have led to an internal crisis that has generated significant movements of persons to neighbouring countries and beyond. Starting 2014 about 1.5 million Venezuelans have left Venezuela, particularly over the past two years. Peru has been particularly affected by the influx of Venezuelan nationals with a significant increase in 2018 and a cumulative 300,000 Venezuelans reached in May 2018. Since the beginning of 2018, an average of 800 new asylum applications per day were registered by the Special Commission for Refugees (CEPR). There is an estimated of 85,000 Venezuelan asylum seekers in Peru. In addition to the possibility of applying for asylum, Peru also offer an alternative migratory solution (Temporary Residence Permit – PTP) through which the position of some Venezuela nationals has been regularized (estimated 44,000). The main entry point into Peru is the northern border with Ecuador -Tumbes. While the vast majority remains in Peru and are looking at local integration in the main urban centers of the country, a certain percentage of the Venezuela nationals arriving in Peru cross the country to reach Chile. In 2017 about 60,000 Venezuela nationals left Peru entering Chile through Tacna. In 2018, about 22,000 Venezuelans have entered each month to Chili via the Tacna border showing the recent increase of the flux. UNHCR established its presence in the country in April 2018 while the L2 Emergency was declared and an emergency team was deployed thereafter. UNHCR is responding to the influx directly and through the support of the Government of Peru. UNHCR is providing direct technical and material assistance to the Special Commission for Refugees in order to deal with the asylum backlog, to strengthen registration procedures and access to refugee status determination procedures. UNHCR and its partners are supporting Venezuelans and host communities by implementing a multi-sectoral activities in terms of information gathering and analysis (including age and gender disaggregation), identification and referral of those most vulnerable (including women and children at risk), reception, protection and documentation, shelter, access to primary health care, to education, material assistance and other key assistance through cash based interventions.   • 2. specific needs, including those of children at risk, SGBV survivors and LGBTI, as well as the referral mechanisms to essential services. Given a complex inter-agency setting in Peru (clusters operational for natural disasters), the cooperation with IOM is being implemented within the framework indicated by the Secretary General’s decision on the UN coordination for the Venezuela situation which has to be co-lead by UNHCR and IOM. In the mark of this joint leadership/coordination, UNHCR and IOM Peru have set-up an inter-agency working group on refugees and migrants called GTRM (Grupo de Trabajoobre los refugiados y migrantes) aiming to support the government response. In addition to Lima, UNHCR is focusing on the entry and exit points of Tumbes and Tacna respectively paying attention to protection risks and needs along the corridors from Tumbes to Lima (Piura and Trujillo) and from Lima to Tacna. Therefore, UNHCR has established its presence not only in Lima but also in Tumbes and Tacna. Organizational Context: The incumbent will work under the direct supervision of a Senior Officer and the technical supervision of an ICT Officer at Regional office level. The incumbent may play a supervisory role in overlooking the day-to-day activities of the Telecom operators in the offices in the area of coverage. H/She has working relationships with UNHCR staff members in the office and other offices within the country of assignment as well as with staff of UN agencies and other UNHCR partners within the zone of operation to exchange information and to provide assistance.. Duties and Responsibilities:  Assist the office in implementing set standards for applications that meets the needs of the users and supports the overall Information and Communication Technology.  Monitor and maintain the LAN, Network Servers, Routers, Printers, LAN Points, Switches, Patch panels, Access points, HF and VHF bases, HF and VHF relay stations, Satellite Modem…to prevent faults occurring.  Carry out missions for new installations and routine maintenance tours of ICT equipments.  Ensure that ICT problem recovery is done as quickly as possible and make regular system back-ups.  Assist with the installation of the software packages, basic repair/maintenance of computer hardware, HF and VHF equipment.  Train UNHCR staff on email system, utilization of VHF handhelds, telephone system.  Add and remove users from the Networks.  Maintain the inventory of ICT equipment and keep track of movements of ICT equipment.  Draft mails and memoranda on ICT matters.  Assist in the drafting of technical documentation on radio equipment operating procedures  Certify invoices and delivery notes and pass for payment.  Evaluate needs for upgrading and eventually replacing ICT equipment in the field, to meet with UNHCR standards.  Select the most efficient and economic means for the transmission of messages, taking into consideration the nature and priority of communications to be transmitted.  Carry out administrative duties, within the area of competence as assigned.  Perform other duties as required. ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. - National Peruvian or with residence permit with authorization to work. - Completion of Secondary school or equivalent technical school with training/certificate in Telecommunication and Information Technology. - Minimum 5 years of previous relevant experience in the ICT field; - Fluency in English and working knowledge of another relevant UN language or local language (as applicable in the duty station). - In offices where the working language is not English, excellent knowledge of working language of duty station and working knowledge of English.
