This document summarizes a workshop on dementia research strategies between the UK and Italy. It discusses Italy's national health system and the priorities of the Italian Ministry of Health in biomedical research. Ambassadors, Assessore, Ladies and Gentlemen, my name is Giovanni Leonardi and I am the Director- General for Research and Innovation in Healthcare at the Ministry of Health. My task today is to provide you with some hints on the links between the NHS and biomedical research in Italy
The Servizio Sanitario Nazionale (SSN) is a regionally based national health service that provides universal coverage. General objectives and fundamental principles are set at the national level, while regional governments play a major role in setting up policies and providing healthcare, through either public-owned or private selected Healthcare providers.
The quality of research outputs is very high according to international figuers. Here you can see that Italy’s citation index in 2016 is the third in Europe for publications in Medicine, while considering all research fields over twenty year, Italy ranks first in the World.
As for medical research, The Ministry of Education is the Competent Authority in Italy. It mainly carries out medical research through Universities (medical schools in particular) and national research bodies, like the CNR, National Research Council, the Italian Institute of Technology, Enea, INFN, … The Ministry of Health shares the responsibility for medical research under the co-ordination of the Ministry of Education. Also, the Italian Constitution endows Regions with powers in the Research field.
The Ministry of Health also co-operates with other Ministries, mainly the Ministry for economic developement and Ministry of Foreign Affairs and International Co-operation, which is hosting this workshop to-day and which is successfully promoting the internationalisation of Italian research by signing bilateral agreements with several Countries throughout the World.
So why this workshop with the Ministry of Health if so many different institutions share responsibility for medical research?
The reason is that the Ministry of Health is highly concerned about Biomedica research, which represents 1 third of scientific publications in Italy. 60% of this production comes from IRCCS.
Indeed, the Ministry of Health is the first both public and private Italian funding organization, with about 250 million euroes a year budget. Funds are allocated through direct funding to ISS, Agenas and IRCCS both for research projects and the purchase of cutting-edge technology …
and a national call addressed to all NHS institutions that you can see in this slide. Within the national call a good part of the budget is devoted to young researchers.

Scientific co-operation troughout the world
Each of them carries out itsown research activity and has ties with many other research inistitutes both in Italy and abroad. However, under the co-ordination of the Ministry of Health networks have been set up, open to the participation of the Institute interested in the different fields. So we have the Oncology Network, Alleanza Contro il Cancro, Alliance against Cancer, … and the Neuroscience and Rehabilitation Network, which is the Italian scientific co-ordinator of this workshop.
