Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Creative operations teams expect increased AI use in 2024. Currently, over half of tasks are not AI-enabled, but this is expected to decrease in the coming year. ChatGPT is the most popular AI tool currently. Business leaders are more actively exploring AI benefits than individual contributors. Most respondents do not believe AI will impact workforce size in 2024. However, some inhibitions still exist around AI accuracy and lack of understanding. Creatives primarily want to use AI to save time on mundane tasks and boost productivity.
Organizational culture includes values, norms, systems, symbols, language, assumptions, beliefs, and habits that influence employee behaviors and how people interpret those behaviors. It is important because culture can help or hinder a company's success. Some key aspects of Netflix's culture that help it achieve results include hiring smartly so every position has stars, focusing on attitude over just aptitude, and having a strict policy against peacocks, whiners, and jerks.

I. TỔNG QUAN
1. Diễn tiến đàm phán FTA Việt Nam - EAEU
- 28/3/2013: FTA Việt Nam – Liên minh thuế quan Nga-Belarus-
Kazakhstan chính thức khởi động đàm phán
- Tổng cộng có 8 vòng đàm phán chính thức (vòng cuối cùng tại Hà Nội
ngày 8-14/12/2014), nhiều vòng không chính thức
- Ngày 15/12/2014: Hai bên đã ký Tuyên bố chung kết thúc đàm phán
- Ngày 29/5/2015: Hai bên chính thức ký kết FTA Việt Nam – Liên minh
Kinh tế Á-Âu
(Ngày 29/5/2014: ba nước Nga, Belarus, Kazakhstan đã thành lập Liên minh
Kinh tế Á-Âu thay cho Liên minh thuế quan trước đây, và kết nạp thêm hai
thành viên mới là Cộng hòa Armenia và Cộng hòa Kyrgyzstan)
- Ngày 5/10/2016: FTA Việt Nam – Liên minh Kinh tế Á Âu chính thức có
hiệu lực.
2. Về Đối tác EAEU
- Thành viên: Liên minh Kinh tế Á Âu bao gồm 4 Thành viên chính thức là
Nga, Belarus, Kazakhstan và Armenia. Riêng Kyrgyzstan thì hiện đang
trong giai đoạn phê chuẩn để trở thành Thành viên chính thức
- Tổng diện tích: hơn 20tr km2
- Dân số (tính đến 1/1/2015): 182 triệu người
- GDP năm 2014 đạt khoảng hơn 2.200 tỷ USD
- Tài nguyên thiên nhiên: nhiều dầu mỏ, than đá, quặng sắt
- Các sản phẩm nhập khẩu chính từ Việt Nam: điện thoại và linh kiện, máy
vi tính và sản phẩm điện tử, hàng dệt may, giày dép, thủy sản, cà phê, hạt
điều, gạo, rau quả
- Các sản phẩm xuất khẩu chính sang Việt Nam: xăng dầu, sắt thép, phân
bón, máy móc thiết bị

II. CÁC NỘI DUNG CHÍNH CỦA FTA VIỆT NAM - EAEU
1. Cấu trúc
FTA Việt Nam-EAEU bao gồm:
- 15 Chương
Các Chương chính là:
Nhóm về hàng hóa: Các Chương Thương mại hàng hóa, Quy tắc xuất xứ,
Phòng vệ thương mại, Các biện pháp vệ sinh an toàn thực phẩm và kiểm
dịch động thực vật (SPS), Hàng rào kỹ thuật trong thương mại (TBT), Thuận
lợi hóa và hải quan…
Nhóm khác: Các Chương Thương mại dịch vụ, Đầu tư, Sở hữu trí tuệ,
Thương mại điện tử, Cạnh tranh, Pháp lý và thể chế
Riêng Chương Thương mại Dịch vụ, Đầu tư và di chuyển thể nhân được
đàm phán song phương giữa Việt Nam và Liên Bang Nga và các cam kết đạt
được chỉ áp dụng song phương giữa hai nước (không áp dụng cho các đối
tác khác trong EAEU).
- Các Phụ lục về mở cửa thị trường Hàng hóa, Dịch vụ, Đầu tư, Quy tắc
xuất xứ...
2. Nội dung
2.1 Các cam kết về thuế quan
Cam kết của EAEU
Cam kết mở cửa thị trường hàng hóa (qua loại bỏ thuế quan) của EAEU cho Việt
Nam có thể chia thành các nhóm sau:
Nhóm loại bỏ thuế quan ngay sau khi hiệp định có hiệu lực (EIF): gồm 6.718
dòng thuế, chiếm khoảng 59% biểu thuế
Nhóm loại bỏ thuế quan theo lộ trình cắt giảm từng năm và sẽ loại bỏ thuế
quan ở năm cuối của lộ trình (muộn nhất là đến 2025): gồm 2.876 dòng thuế,
chiếm khoảng 25% biểu thuế
Nhóm giảm ngay sau khi Hiệp định có hiệu lực 25% so với thuế hiện tại và sau
đó giữ nguyên: bao gồm 131 dòng thuế, chiếm khoảng 1% biểu thuế
Nhóm không cam kết (N/U): bao gồm 1.453 dòng thuế, chiếm 13% biểu thuế
(nhóm này được hiểu là EAEU không bị ràng buộc phải loại bỏ hay giảm thuế
quan, nhưng có thể đơn phương loại bỏ/giảm thuế nếu muốn)

Nhóm áp dụng biện pháp Phòng vệ ngưỡng (Trigger): gồm 180 dòng thuế,
chiếm khoảng 1,58% biểu thuế:
Đây là biện pháp nửa giống Hạn ngạch thuế quan (có ngưỡng giới hạn về số
lượng), nửa giống Phòng vệ (có thủ tục tham vấn đánh giá về khả năng gây thiệt
hại cho ngành sản xuất nội địa nơi nhập khẩu)
- Sản phẩm áp dụng: Một số sản phẩm trong nhóm Dệt may, Da giầy và
Đồ gỗ được quy định trong Phụ lục về các sản phẩm áp dụng Biện pháp
phòng vệ ngưỡng trong Hiệp định
- Quy tắc áp dụng: Đối với mỗi sản phẩm, mỗi năm sẽ áp dụng một
ngưỡng mà nếu khối lượng nhập khẩu sản phẩm đó vào EAEU vượt quá
ngưỡng quy định cho năm đó thì phía EAEU sẽ ngay lập tức thông báo
bằng văn bản cho phía Việt Nam.
Nếu quyết định áp dụng biện pháp phòng vệ ngưỡng, EAEU phải thông
báo cho Việt Nam ít nhất là 20 ngày kể từ ngày ra quyết định, và biện
pháp phòng vệ ngưỡng sẽ chỉ có hiệu lực ít nhất sau 30 ngày kể từ ngày
quyết định áp dụng được đưa ra.
Nếu bị áp dụng biện pháp phòng vệ ngưỡng, các sản phẩm liên quan sẽ
không được hưởng thuế suất ưu đãi theo Hiệp định nữa mà sẽ bị áp thuế
MFN trong thời hạn hiệu lực của quyết định áp dụng biện pháp phòng vệ
ngưỡng.
Lưu ý: Một trong hai bên (Việt Nam hoặc EAEU) có thể yêu cầu bên kia
tham vấn và/hoặc cung cấp các thông tin yêu cầu nhằm làm rõ các điều
kiện áp dụng biện pháp phòng vệ này.
- Thời gian áp dụng biện pháp phòng vệ ngưỡng: Thông thường Quyết
định áp dụng biện pháp phòng vệ ngưỡng có hiệu lực (được áp dụng)
trong 6 tháng; nhưng nếu khối lượng nhập khẩu sản phẩm bị áp dụng
biện pháp phòng vệ ngưỡng vượt quá 150% mức ngưỡng theo quy định
vào ngày bắt đầu áp dụng biện pháp phòng vệ ngưỡng, thì thời gian áp
dụng biện pháp này có thể được kéo dài thêm 3 tháng.
Nhóm Hạn ngạch thuế quan: chỉ bao gồm 2 sản phẩm là gạo và lá thuốc lá
chưa chế biến
Chú ý: Biểu thuế được đàm phán bao gồm 11.360 dòng thuế

Cam kết của Việt Nam
Cam kết mở cửa thị trường hàng hóa của Việt Nam cho EAEU chia làm 4 nhóm:
- Nhóm loại bỏ thuế quan ngay sau khi Hiệp định có hiệu lực (EIF): chiếm
khoảng 53% biểu thuế
- Nhóm loại bỏ thuế quan theo lộ trình cắt giảm từng năm và sẽ loại bỏ thuế
quan ở năm cuối của lộ trình (muộn nhất là đến 2026): chiếm khoảng 35%
tổng số dòng thuế, cụ thể:
o Nhóm đến năm 2018 loại bỏ thuế quan hoàn toàn: 1,5% tổng số dòng
thuế trong biểu thuế (chế phẩm từ thịt, cá, và rau củ quả, phụ tùng
máy nông nghiệp, máy biến thế, ngọc trai, đá quý…)
o Nhóm đến năm 2020 loại bỏ thuế quan hoàn toàn: 22,1% tổng số
dòng thuế trong biểu thuế (giấy, thủy sản, đồ nội thất, máy móc thiết
bị điện, rau quả, sản phẩm sắt thép,…)
o Nhóm đến năm 2022 loại bỏ thuế quan hoàn toàn: 1% tổng số dòng
thuế trong biểu thuế (bộ phận phụ tùng ô tô, một số loại động cơ ô tô,
xe máy, sắt thép,…)
o Nhóm đến năm 2026 loại bỏ thuế quan hoàn toàn: 10% tổng số dòng
thuế trong biểu thuế (rượu bia, máy móc thiết bị, dụng cụ phụ tùng, ô
tô nguyên chiếc (xe tải, xe buýt, ô tô con, ô tô trên 10 chỗ…)
- Nhóm không cam kết (U): Chiếm khoảng 11% tổng số dòng thuế trong biểu
thuế
- Nhóm cam kết khác (Q): các sản phẩm áp dụng Hạn ngạch thuế quan...

- Lộ trình 3-5 năm: thịt, cá đóng hộp, và đã chế biến.

2.2 Các cam kết về xuất xứ
Quy tắc xuất xứ
Để được hưởng ưu đãi thuế quan theo Hiệp định này, hàng hóa phải đáp ứng được
các quy tắc xuất xứ của Hiệp định.
Cụ thể, hàng hóa sẽ được coi là có xuất xứ tại một Bên (Việt Nam hoặc EAEU)
nếu:
- Có xuất xứ thuần túy hoặc được sản xuất toàn bộ tại một Bên, hoặc,
- Được sản xuất toàn bộ tại một hay hai bên, từ những nguyên vật liệu có xuất xứ
từ một hay hai Bên, hoặc
- Được sản xuất tại một Bên, sử dụng nguyên vật liệu không có xuất xứ nội khối
nhưng đáp ứng được các yêu cầu về quy tắc xuất xứ cụ thể từng mặt hàng được
quy định trong Phụ lục 3b – Biểu Quy tắc xuất xứ cụ thể từng mặt hàng của
Hiệp định.
Nói chung, Quy tắc xuất xứ cụ thể mặt hàng trong FTA Việt Nam – EAEU khá
đơn giản, thông thường hàng hóa chỉ cần có hàm lượng giá trị gia tăng – VAC
≥ 40% (một số có yêu cầu VAC ≥ 50-60%) hoặc có sự chuyển đổi mã HS ở cấp
độ 2, 4, 6 số là được hưởng ưu đãi thuế quan.
* Chú ý, VAC được tính theo công thức: (Trị giá FOB – Trị giá nguyên vật liệu
không có xuất xứ)/Trị giá FOB x 100%
Ngoài ra, Hiệp định có quy định về Tỷ lệ không đáng kể (De Minimis) cho
phép hàng hóa không đáp ứng được yêu cầu về chuyển đổi mã HS vẫn được
hưởng ưu đãi thuế quan nếu có hàm lượng nguyên liệu không có xuất xứ không
vượt quá 10% giá FOB của hàng hóa.

Vận chuyển trực tiếp
Hàng hóa có xuất xứ được hưởng ưu đãi thuế quan theo Hiệp định này nếu được
vận chuyển trực tiếp từ nước xuất khẩu sang nước nhập khẩu đều là thành viên của
Hiệp định, trừ một số trường hợp được vận chuyển qua lãnh thổ của một hay nhiều
nước thứ 3 nhưng phải thỏa mãn các điều kiện:
Quá cảnh qua lãnh thổ của một nước thứ 3 là cần thiết vì lý do địa lý hoặc
các yêu cầu về vận tải có liên quan.
Hàng hóa không tham gia vào giao dịch thương mại hoặc tiêu thụ tại đó; và
Hàng hóa không trải qua các công khoản nào khác ngoài việc dỡ hàng, bốc
lại hàng, lưu kho hoặc các công khoản cần thiết khác để bảo quản điều kiện
của hàng hóa.
Mua bán trực tiếp
Hiệp định cho phép hàng hóa được xuất hóa đơn bởi một bên thứ 3 (pháp nhân có
đăng ký tại một nước thứ 3 không phải thành viên của Hiệp địn), nếu đáp ứng đầy
đủ các yêu cầu về quy tắc xuất xứ thì vẫn được hưởng ưu đãi thuế quan, trừ trường
hợp nước thứ 3 đó thuộc Danh sách 30 quốc đảo được nêu rõ ở trong Hiệp định.
Chứng nhận xuất xứ
Về thủ tục cấp chứng nhận xuất xứ ưu đãi (C/O), trong khi một số FTA thế hệ mới
như CPTPP, FTA Việt Nam – EU hướng tới việc áp dụng cơ chế doanh nghiệp tự
chứng nhận xuất xứ, thì FTA Việt Nam – EAEU vẫn áp dụng quy trình cấp chứng
nhận xuất xứ thông qua một cơ quan có thẩm quyền do nhà nước quy định như
trong các FTA ký trước đây mà Việt Nam đang thực hiện.
Mẫu C/O được đính kèm theo văn bản Hiệp định.
Theo Hiệp định này, Việt Nam và EAEU đã cam kết sẽ nỗ lực để áp dụng Hệ
thống xác minh và chứng nhận xuất xứ điện tử (EOCVS) trong vòng tối đa 2 năm
kể từ ngày Hiệp định có hiệu lực nhằm xây dựng cơ sở dữ liệu mạng ghi lại thông
tin của tất cả Giấy chứng nhận xuất xứ được cấp bởi cơ quan được ủy quyền, và cơ
quan hải quan nước nhập khẩu có thể truy cập và kiểm tra tính hiệu lực và nội
dung của bất kỳ Giấy chứng nhận xuất xứ đã được cấp nào.

Tạm ngừng ưu đãi
Khi có tình trạng gian lận xuất xứ có tính hệ thống, hoặc Bên xuất khẩu từ chối
không chính đáng và có hệ thống việc xác minh (bằng văn bản hoặc thực tế) của
Bên nhập khẩu về tình trạng gian lận, thì Bên nhập khẩu có thể tạm ngừng ưu đãi
thuế quan đối với hàng hóa và nhà xuất khẩu có liên quan.
Nếu tình trạng gian lận có hệ thống trên không chấm dứt, nước nhập khẩu có thể
tạm ngừng ưu đãi đối với hàng hóa giống hệt được phân loại theo dòng thuế tương
tự ở cấp 8-10 số (giống nhau về mọi mặt bao gồm tính chất vật lý, chất lượng và
danh tiếng)
Tạm ngừng ưu đãi có thể được áp dụng đến khi Bên xuất khẩu cung cấp các chứng
từ thuyết phục, nhưng thời hạn không quá thời gian 4 tháng và có thể được gia hạn
tối đa 3 tháng.
2.3 Cam kết về Dịch vụ và Đầu tư
Trong FTA giữa Việt Nam và khối EAEU, Chương về Dịch vụ, Đầu tư và Di
chuyển thể nhân chỉ áp dụng giữa Việt Nam và Nga mà không áp dụng với các
nước khác trong khối EAEU. Trong đó, các cam kết về mở cửa thị trường dịch vụ
đối với các Phương thức 1 (Cung cấp qua biên giới), Phương thức 2 (Tiêu dùng ở
nước ngoài) và Phương thức 4 (Di chuyển thể nhân) được thực hiện theo phương
pháp “Chọn – Cho” giống WTO. Riêng Phương thức 3 (Hiện diện thể nhân) được
thực hiện theo phương pháp “Chọn – Bỏ” giống một số FTA mới của Việt Nam
như CPTPP. Khác với phương pháp “Chọn – Cho”, phương pháp “Chọn – Bỏ”
mỗi nước thành viên sẽ mở cửa theo cách liệt kê ra một Danh mục các lĩnh vực
dịch vụ được nêu cụ thể mà nước thành viên chưa muốn mở, hoặc mở cho đối tác ở
mức nhất định, và nước này chỉ phải mở tối thiểu như mức đã cam kết. Đối với các
lĩnh vực nằm ngoài Danh mục này, nước đó sẽ buộc phải mở toàn bộ, không có bất
kỳ hạn chế gì cho đối tác.
Mức độ mở cửa thị trường dịch vụ của Việt Nam trong VN – EAEU FTA không
cao hơn nhiều so với WTO. Dưới đây là tổng hợp một số lĩnh vực dịch vụ trong
VN – EAEU FTA có cam kết mở cửa cao hơn WTO ở Phương thức 3 – Hiện diện
thương mại:

Các nội dung cam kết khác của Hiệp định về Sở hữu trí tuệ, Cạnh tranh, Phát triển
bền vững... chủ yếu mang tính hợp tác và không vượt quá những cam kết của Việt
Nam trong WTO và tại các FTA đã ký hoặc đang đàm phán.

III. CƠ HỘI – THÁCH THỨC ĐỐI VỚI DOANH NGHIỆP
1. Cơ hội từ FTA Việt Nam – EAEU đối với doanh nghiệp
Việt Nam hiện đang cùng lúc đàm phán rất nhiều FTA với các đối tác lớn. Mỗi
FTA lại đem đến cho doanh nghiệp những cơ hội khác nhau.
FTA Việt Nam – EAEU được kỳ vọng sẽ mang lại các lợi ích lớn về thương mại
hàng hóa bởi ít nhất 03 lý do:
- Thứ nhất, EAEU trong đó đặc biệt là Nga là một thị trường rộng lớn mà hiện
vẫn tương đối đóng với hàng hoá nước ngoài (thông qua hàng rào thuế quan
cao). Cụ thể, dù đã gia nhập WTO nhưng mức thuế nhập khẩu trung bình vào
Nga vẫn còn là cao, đặc biệt là các sản phẩm nông nghiệp. FTA Việt Nam -
EAEU có thể khai thông hàng rào thuế quan cao này.
- Thứ hai, Việt Nam là đối tác FTA đầu tiên của EAEU đến thời điểm này. Trên
thực tế, khu vực EAEU đã từng đàm phán FTA với một số nước nhưng không
đạt được tiến triển và bị đình trệ hoặc hủy bỏ. Vì vậy, nếu ký được FTA với khu
vực này, hàng hóa Việt Nam sẽ có lợi thế đặc biệt.
- Thứ ba, cơ cấu sản phẩm giữa Việt Nam và các nước EAEU là tương đối bổ
sung cho nhau chứ không cạnh tranh trực tiếp. Do đó những tác động bất lợi
truyền thống của việc mở cửa thị trường Việt Nam cho đối tác qua FTA sẽ được
giảm bớt nhiều.
- Cuối cùng, hiện tại mạng lưới người Việt sống, học tập và làm việc tại Nga
tương đối đông đảo, các doanh nghiệp có thể tận dụng các kinh nghiệm và mối
quan hệ từ mạng lưới này để tiếp cận thị trường này.

2. Thách thức từ FTA Việt Nam - EAEU đối với doanh nghiệp
Theo cam kết tại Hiệp định này, Việt Nam sẽ phải mở cửa thị trường trong nước
cho khoảng 90% các sản phẩm đến từ các nước EAEU, đặc biệt là các sản phẩm
mà khu vực này có thế mạnh xuất khẩu như chăn nuôi, máy móc, thiết bị, phương
tiện vận tải. Vì vậy, về lý thuyết, việc mở cửa sẽ tạo ra áp lực cạnh tranh đáng kể
cho các ngành sản xuất trong nước.
Mặc dù vậy, nguy cơ này được cho là không quá đáng lo ngại bởi:
- Thứ nhất, rất nhiều các sản phẩm trong số này Việt Nam không sản xuất được,
phải nhập khẩu
- Thứ hai, với các sản phẩm cạnh tranh trực tiếp, thì thực tế ta cũng đã mở cửa
theo các FTA đã có, hoặc dự kiến cũng sẽ mở cửa trong các FTA sắp tới rồi,
nên tác động đến các doanh nghiệp trong nước của Hiệp định này, nếu có, thì
cũng không phải là cú sốc quá lớn.
- Thứ ba, thách thức sẽ là động lực để nâng cao năng lực cạnh tranh cho các
doanh nghiệp Việt Nam kinh doanh chưa hiệu quả
So với nhiều thị trường khác, thị trường EAEU có một số đặc điểm riêng có thể
tạo ra những rủi ro nhất định cho thương mại hàng hóa, đặc biệt là sự tồn tại của
nhiều loại “rào cản trá hình” như:
- Yêu cầu về TBT, SPS không ổn định, thiếu minh bạch, do đó rất khó dự kiến
trước;
- Quy trình, thủ tục nhập khẩu tương đối phức tạp và không rõ ràng, không
nhất quán ngay trong bản thân nội khối 5 nước EAEU;
- Các rào cản khác: Giao dịch với đối tác EAEU sử dụng chủ yếu là ngôn ngữ
tiếng Nga (chứ không sử dụng tiếng Anh thông dụng); Thiếu thông tin về
đối tác bạn hàng không sẵn có; Cơ chế thanh toán không thuận tiện…
FTA Việt Nam – EAEU chưa xử lý được các loại rào cản này. Trong khi đó,
nếu không vượt qua được những rào cản này, các lợi ích mà việc loại bỏ
thuế quan, mở cửa thị trường mà Hiệp định mang lại sẽ bị vô hiệu hóa. Vì
vậy, các doanh nghiệp cần đặc biệt chú ý xử lý các rào cản này để tiếp cận
thị trường EAEU, tận dụng lợi ích thuế quan to lớn mà Hiệp định này mang
lại.
