This document outlines an emergency preparedness certification program for a Mormon ward. It introduces three levels of certification - basic, intermediate, and advanced - that members can earn by completing certain preparedness tasks. The goals are to increase family preparedness, overcome barriers to taking action, and track the ward's overall preparedness levels. The ward's goal is to have all member households earn the basic or Level 1 certification within six months by developing family emergency plans, storing food and cash, and creating 72-hour kits. Completing tasks consistently over time through a merit badge-like system can help families prepare in a fun and educational way.
