SOCIAL IMPACT ASSESSMENT: ANALYSIS OF BARAPHULLAH PHASE 3
 INTRODUCTION
Social Impact Assessment (SIA) is the fundamental part of investment segments for many companies in
India. The idea to observe impact of deliberate set of actions came from Environment Impact Analysis
which first originated in 1970‘s, as a medium to evaluate the impact of infrastructure and environment
based projects on communities. social impact assessment are now in used in countries like Thailand,
India etc for road constructions, urban planning and development to scrutinize the role of these
projects on public and communities. Due to inefficient allocation of financial and construction resources,
this kind of analysis is carried down on legal framework before the initiation of projects.
Social Impact Assessment in INDIA
Social impact assessment became mandate for India in 2013 by The Right to fair Compensation
and Transparency for land acquisition, rehabilitation and resettlement act. Land acquisition act
was passed in 1894, which actually regulates activities for land acquisition in INDIA. According
to the 2013 law, any key project which is carried down have to first conduct social impact
assessment within six months of project's initiation date.
On April 3,2015 prime minister Narendra Modi passed the law to issue an ordinance to ease
the social impact assessment requirements in order to facilitate and accelerate the
development process. This initiative was taken for industries involved in areas like defence and
defence production .rural infrastructure, industrial corridors and for project based on social
infrastructure such as public private partnerships. These industries will no longer will be
accountable to the set of regulations under social impact analysis.
Benefits of Social Impact Assessment
Social impact assessments are not only time and cost effective. But also lends a hand to have
healthy relations with communities for organizations conducting business and development
projects. It plays a vital role for diverse and rural communities as it act as a catalyst to analyse
the needs and requirements and fulfils them resourcefully which creates a positive impact in
the society. The preliminary cost of conducting social impact analysis prevails over when
organisations gets long term benefits , as positive relations with public and societies can
ultimately lead to augmented business and acknowledgment .it gives communities a small
share in development process by allowing them to have voice in operations. SIAs play a
paramount role in ensuring that local communities are not marginalized and for clear impact
identification which uses data sorting and data mapping as the main methodology of guideline
development. This also helps the main body to analyse the comparison between proposed SIA
guidelines and existing SIA implementation. It also assesses actual land use of communities by
scrutinize people living over there and also the physical and psychological aspect of it. It also
ensures to boarder economic impacts by using the results derived from random sampling in

order to analyse the economic changes and predict the socio economic form of the project
which helps them to predict the vital economic impact of the future projects.
 BARAPHULLAH PHASE 3 –FAST LANE
Lt-Governor Najeeb Tung permitted the extension of third phase of Barapullah road which will
be built at an estimated cost of Rs 1,260.63 Crores from Sarai Kale Khan to Mayur Vihar across
Yamuna. The proposed design will be combination of cable styled and girder bridge stretching
over 550 metres and will have six piers with a 128-metre span over the river segment . This
extradose bridge will be enhanced with led lights fixtures with solar panels on poles of
respective bridge. The purpose of the project is to ease the traffic on NH-24 , decongesting
south extension ,ring road and Bhairon Marg and reducing the travel time from Mayur Vihar to
AIIMS.A flyover just parallel to existing carriageway flyover will be constructed with slip roads
and loops which will provide signal free path at UP link road. The bridge will be accompanied by
walkways and cycle tracks apart from four lanes for vehicles
 ECONOMIC PERSPECTIVE
Due to modified life style in urban areas and changing character of industrial structure and
occupation allocation ,Barapullah phase 3 play a vital role in economic opportunities .
Construction of highway development and economic opportunity proofs to have strong
correlation. Highway vehicular travel is increasing over the years by more than 70 % which
results in more than 1.5 trillion vehicles on highways street travelling.
In metro cities like Delhi ,personal mobility to job opportunities still proves to be restriction due
to persistent traffic congestion and chronic air pollution by a variety of industrial bottleneck
and commercial developments .to give a linkage to economic growth ,an optimised solution to
congestion and need for trouble-free mobility has been found by construction of upgrade
bridge over the river .
 RECOMMENDATIONS
For success of Barapullah road project, recommendations are proposed to implement social
impact analysis .to implement successful social impact assessment; effective public
participation is required for identification of subjective impact and to fulfil their requirement
efficiently. To achieve sustainable development, involvement of cooperative environment
among appropriate agencies is requisite .Monitoring of assessed projects should be proposed in
order to enhance the assessment and to crosscheck the analysed impact which will be further
scrutinize to improve it.
Communities need to participate in order to assess the impacts and to improve the precession
of analysis .Thus, it is proposed that how public participation will be designed to have reliability
with this directive and it should not be limited to communities but should also extend to

community points such as neighbouring schools and hospitals so as to make them inform about
the construction site and period .As a part of communication group ,there should be measures
so that local residents and community groups can air their complaints and issues during
construction period .Advance communication in construction area should be proposed in order
to inform schools and other communities so that they don’t face any disruption and
communicate safe transport at the construction site.
Regarding the social impact analysis, stakeholders who have diverse orientations, should
participate in meetings in order to have effective social assessment
Furthermore, the summary of SIA might not ensure that the obtained report is accurate and
precise .The magnitude of accuracy will be examined carefully by the principal body and
recommendations shall be made by them. The report will be further modified or corrected and
completed as per the assessment guidelines for particular road type. Iterative and monitoring
processes should be undertaken to scrutinize the positive and negative impacts of the proposed
project.
 CONCLUSION
The overall social impact of Barapullah road project is expected to be positive ,as the project is
designed in way to ease transportation network ,linkages between existing paths ,having
walkways and cycle tracks as well as connectedness from AIIMS to surrounding community.
Adverse effects on nearby communities are expected to be minor, provided recommended
guidelines are followed. In Most cases, there will be positive changes to street frontages and
common perambulator safety due to improved connectedness, better footpaths and crossing
facilities .There can be few issues regarding traffic during construction period, but this can be
solved by proper traffic management.
There is potential for temporary negative impacts during construction for neighbouring
communities chiefly due to noise and vibration but this can be managed by the construction
management group.
Public may also face some issues initially regarding changing their accustomed routes close to
construction site ,though it will be manage well by traffic police .
