Exemplary program that could be used as a model for others
November, 2015-
Colorado Procurement Technical Assistance Center (PTAC) received an overall outstanding
rating in a recent performance review by Denver’s Defense Contract Management Agency
(DCMA). This was the first time in Colorado PTAC’s six years of existence that it has received an
overall outstanding rating.
The audit reviewed four categories; performance, management, technical, and financial. Each
category received either a highly successful or outstanding rating, leading to the overall
outstanding rating. The audit states, “Colorado PTAC exceeds all requirements of the Solicitation
for Cooperative Agreement Applications (SCAA) in an exceptional manner in providing
Procurement Technical Assistance and complying with all aspects of the Program”.
Performance received a highly successful rating. According to the audit, “the “new client
guide”, which is given to every new client is very user friendly”. Colorado PTAC gives this to every
client in order to walk them through the processes of government contracting. There are also
areas within the new client guide to write down important notes, so clients have the basic
information they need about government contracting in one spot.
Management received an outstanding rating. The audit states:
Colorado PTAC’s Standard Operating Procedures (SOPs) are very in-
depth and up to date. Any person could come into Colorado PTAC
and effectively run the program by following the SOPs due to the
thoroughness of these procedures. The SOPs should be utilized by other
PTACs… Colorado PTAC provides an exemplary program that could be
used as a model for other recipients.
Colorado PTAC takes pride in providing the best services possible, having outstanding
management makes this possible.
Technical received an outstanding rating. After moving to the El Paso County Services Center
county building, the collaboration improved between other organizations. The audit states, “It is
a great idea to have PTAC co-located with other Government organizations/services”. The Small
Business Development Center and Pikes Peak Workforce Center are also located in the El Paso
County Services Center, which gives clients the opportunity to improve their business all in one
place.
2. Colorado PTAC hired a student from the University of Colorado, Colorado Springs earlier this year
to maintain social media, update the website, and get the word out about PTAC’s services.
The idea to employ a millennial should be an example to other PTACs.
This generation provides a skill set that is not always prevalent with workers with years of
government contracting experience. PTAC’s counselors have an average of twenty years of
experience, which is what makes their assistance so helpful for small businesses looking towards
government contracting.
Financial received a highly successful rating. SF – 270’s are submitted on a regular basis with little
or no errors and are reviewed to verify there are no unallowable costs. PTAC’s cash and in-kind
donations are an important part of improving the general economic condition of the state.
They make an effort to go above and beyond the required elements
of the Program and provide documentation to support such efforts.
