Sustainable Development”
SEEMA HAFEEZ
Senior Governance Officer

2. Overview
Context of Expert Group Meeting: Why Public Service
Delivery
Key principles in public service delivery for sustainable
development
Challenges and issues to be addressed
Outcome of the EGM: Lessons Learnt and way forward
The EGM parameters: what we hope to achieve
2
3. 2015 is a watershed year
United Nations completing
its 70 years : time for
reflection
In September 2015 Global
leaders will set the new
sustainable development
agenda as successor to the
Millennium Development
Goals: time for action
3
4. Sustainable Development Agenda comprises 17 goals
Governments have an
inherent guiding and
providing role in achievement
of the SDGs
Public administration and
public service delivery will be
key to achievement of the
SDGs
Reorienting institutions &
governance to quality service
delivery will ensure desired
outcomes
4
Hence Innovating approaches to traditional public service delivery
will be critical for post 2015 sustainable development
5. Innovative Public Service Delivery for
Sustainable Development requires
• Public service principles to be
right
• Public governance process
and institutions to be right;
• Implementation by all
stakeholders to be right;
• Impact on development to be
right
5
6. The framework which governs public service
delivery is complex.
Public services outcomes are
determined by the interplay
between decision makers,
service providers (bureaucrats,
doctors, teachers etc.), and
citizens
These stakeholders are
interlinked through institutions,
processes, resources,
regulations and capacity
endowments
6
Need to re-think the scope of service delivery
7. Effective service delivery is
context-specific
tailored to the
indigenous
circumstances
several pathways to
reaching the desired
outcome
7
Emerging imperative today is co-create value in public service delivery
for sustainable development
8. innovation in provision of public
services as key for successful
development outcomes
improving universality of services
as a powerful enabler of social
equity and development
the importance of aligning public
services with what citizens are
demanding as paramount
The focus of public service should be on the contribution to improvements
for quality of life changes rather than the service itself
8
Effective service delivery requires focusing on
9. But… despite progress much remains to be done
In many parts of the world delivery of basic services lag behind
effective and universal access
Inconsistent progress is reflected in achievement of the
Millennium Development Goals (MDGs)
Much needs to be done in making service delivery institutions
efficient, effective, accountable, transparent and inclusive for post
2015 sustainable development.
9
10. Lack of transparency & accountably hampers public
service delivery
Inadequate governance
environments and /or weak
public administration capacities
are associated with lack of
transparency & accountability in
provision of services
Lack of accountability and
transparency impedes full
access to services by people
and contributes to
ineffectiveness of public service
delivery
10
An imperative of effective public service delivery is both the reality and
perception of transparency and accountability.
11. Technology solutions are not fully integrated into
service delivery
Insufficient use of technology in governance, institutions
and processes for improving service delivery
Technology today can be synonymous with innovative
solutions to public service
11
12. Services for women, who make up half the population, are often
neglected by many local and national governments
Women are affected more by
poverty, lack of employment, lack
of water, inadequate maternal
child health & education
opportunities,
Women as mothers, and caregivers
are the prime users of public
services such as health care, water
and sanitation, and education for
children
But they do not have access to the
same public services as men in
many countries around the world.
Development planning for public service does not frequently takes express note of
gender sensitive service delivery mechanisms
12
13. Insufficient attention to safeguarding the delivery of public
services in times of disaster
After a disaster, public services are
most impacted for the poor and
vulnerable, especially women,
children, the elderly
Weakened state capacity after a
disaster often translates into
inconsistent or non-existent provision
of education, health, and clean
water
13
Revitalization of basic services may remain long after the event
with adverse consequences for sustainable development
14. Lack of an integrated and systemic approach to capacity
development is often at the root of weak delivery
Challenges are:
Lack of program planning &
leadership
Not enough focus on the
outcomes
Insufficient attention to
governance architecture
Lack of a holistic approach to
planning
Insufficient mechanisms for
monitoring and evaluation of
programs
Lack of an enabling
/regulatory environment
14
15. Outcome of the Expert Group Meeting
Exchange of ideas and lessons learnt
from Winners of PSA on:
How can innovative public administration &
governance contribute to better public service
delivery outcomes for Post-2015 sustainable
development
15
16. The EGM is outcome driven
We will be working towards a
tangible outcome on HOW
innovations can help improve
public service delivery
The Outcome document will be
prepared from the sessions and
discussed in Thursday’s
Roundtables
The Outcome document will be
presented as your
recommendations to Plenary on
Friday
16
17. EGM is interactive
While presentations lead the way
your input throughout will be most
useful in shaping the outcome
document
Your active participation during the
discussion will shape the way
forward: we want to hear from you
If you have something that did not
find time to be put on the table:
– Discuss it in the session on
Thursday or
– put it in writing note and give it to
us
17
18. RoundTable Sessions: Thursday 9:00 – 13:00
– Group 1: key aspects of successful
public service delivery;
– Group 2: innovative practices and
useful lessons have emerged
– Group 1 and 2 both:
recommendations on how better
governance can contribute to innovative
public service delivery for sustainable
development of the future.
18

successful public service
delivery?
What are some of the innovative
ways in which governments can
enhance public service delivery?
What strategic capacities and
mechanisms are needed to
promote innovative public service
delivery that yields sustainable
