Comprehensive Plan Shared Research
Scott County’s Rural Service Area is considered that area outside the three municipal
Urban Service Boundaries. The Planning Commission staff in coordination with the GIS
Department has been developing some spatial tools to evaluate the development poten-
tial and, conversely, the agricultural and environmental value of rural land.
Utilizing techniques championed by the National Lands Trust, the GIS Department is
mapping the Rural Greenprint, which are those areas that have environmental or cultural
value from a planning perspective, such as wetlands, floodplains, wildlife habitats, aqui-
fer recharge areas, productive farmland, historic, archaeological and cultural features,
etc.
Secondly, they are creating a Rural Preserve Map that identifies and maps those areas
of the Greenprint that are already prohibited by law or contract from future development.
Examples include PDR protected farms, cluster subdivision open space, property in land
trust deed restrictions, known sink holes, floodplain and other environmentally sensitive
lands already protected.
Lastly, the GIS Department will be mapping the Rural Reserve or that land in the
Greenprint, not yet preserved through existing law that is the highest priority for preser-
vation, and that if protected could create a continuous system of natural corridors. These
mapping techniques will be used to inform the recommendations of the Rural Land Use
subcommittee during the Comprehensive Plan update.
