2. Observed Emissions and Emissions Scenarios
Emissions are on track for 3.2–5.4ºC “likely” increase in temperature above pre-industrial
Large and sustained mitigation is required to keep below 2ºC
Over 1000 scenarios from the IPCC Fifth Assessment Report are shown

3. Persistent Growth – Regional
Continued trends suggest that by 2019 China’s emissions could exceed the USA, EU28 and
India combined, and India could emit more than the EU28

4. Carbon Intensity of Economic Activity – Global
GDP and carbon intensity trends are relatively stable over time, leading to stable emission growth
Step changes in emission intensity are required for emission trends to change for a given GDP

5. Remaining emissions quota
Cumulative CO2 emissions should remain below about 3200 Gt for a 66% chance of staying below
2°C
At present emissions rates the remaining budget would be used up in about 30 years
If emissions continue to grow as projected to 2019 and then continue at the 2019 rate,
the remaining budget would be used up about 22 years from 2019

about ±300 GtCO2)
6. LA SFIDA DEL PIANO ENERGETICO REGIONALE
UNA REGIONE GLOCAL
7. • La Regione Lazio ha un PIL di 172 Miliardi (Portogallo,
Ungheria, Irlanda, Grecia)
fossile – Montalto, Civitavecchia, nello stesso tempo vasti
territori rurali, piccoli comuni, comunità montane, aree
naturali di pregio)
CONTESTO
8. Quale energia per il Lazio ?
• La nostra Regione deve avere obiettivi
ambiziosi sulla riduzione delle emissioni di
gas serra
• La migliore Energia è quella che non si
consuma e si ricicla
• Trasformare il mercato energetico da
“business commodity” a “public
commodity”
9. • Incentivare la produzione di energia nei
luoghi dove deve essere consumata
(Energia Km0) , favorire reti intelligenti
• Ridurre i costi energetici per le piccole e
medie imprese
• Incrementare il recupero dei materiali a
fini energetici (connessioni con
agricoltura, biomasse forestali, spreco
alimentare)
10. • Incrementare ricerca ed innovazioni sulle
tecnologie, tra cui fondamentale sistemi di
stoccaggio energetico (metano, batterie
organiche etc.) e sistemi avanzati di controllo
e telecontrollo dei consumi
• Pieno sfruttamento dei fondi Europei per
incentivi energetici, sviluppo tecnologie,
investimenti strutturali, formazione e
riqualificazione di risorse umane.
• Piano di sviluppo occupazionale con obiettivi
e target misurabili
