Superintendent of Schools

To Whom it May Concern:
I have worked with Phil Hall for over 20 years. During most of that time Mr. Hall has been the Facilitator of Adult
Education at the Adult Education Center as part of the Bendle/Carman-Ainsworth Consortium for which I had
overall responsibility. The Adult Education Center provided educational programs and services for high school age
students and for students who were over the age of 19 including General Education Development test preparation
and administration of the test. Over the course of a school year, over 400 students would seek a variety of educational
services at the Adult Education Center.
Mr. Hall was responsible for the overall operation of the building and program which included: interviewing and
enrolling students, evaluating transcripts, meeting with parents, supervising students and staff. Phil worked together
with students and parents from a variety of backgrounds. He created an atmosphere of mutual respect with everyone
he encountered which was evident by the climate and culture that was consistently established in the building
each year. Every student in the program had experienced failure in their previous school. Mr. Hall was able to
communicate high expectations for all students while simultaneously assuring them that they were capable of
achieving at high levels.
The staff of the Adult Education Center also expected students to be successful and “went the extra mile” to support
students and insure that they had every opportunity to achieve. This was a direct result of Mr. Hall’s leadership
and his ability to unite the staff around a vision of success for all students. The building and program were always
orderly and well managed. His consistent and thoughtful leadership provided a strong foundation for the program.
Each June, students from our various programs, are selected to speak at our graduation ceremony as a representative
of their school. Speakers from the Adult Education Center were always quick to mention their relationship with Mr.
Hall and how he had made them feel comfortable and welcome. Due to a decline in funding, the Adult Education
Center was closed. Mr. Hall continued to be concerned about the students he provided service for even as his
position was being eliminated. Mr. Hall is person of integrity and compassion and I highly recommend him for a
position in your organization.
Sincerely,
David Swierpel
