This document outlines a practical solution for increasing direct democracy in Helsinki, Finland through three stages between 2017 and 2035. Stage 1 in 2017 involves electing a city council member to implement direct democracy by posting decisions online for public voting. Stage 2 in 2025 introduces a fluid democracy system where citizens can change their represented council member. Stage 3 in 2035 forms the city council from Helsinki's 177 neighborhoods, selecting members randomly from each neighborhood. The goal is to gradually increase education, participation, and diversity in democracy through these changes.
