4. 1.1 Global objectives Strategic Goals Accurate and concrete objectives you want to achieve. Example : Reduce the daily patients seen by each doctor to a reasonable number Policy Priorities General lines of action of the local government activity. Example : Ameliorate the global situation of the medical field to provide a better attention to all the sectors of the population.
5. 1.2. Measuring and planning Situation / Need Current situation of an aspect that needs to be ameliorated. Example : Increase of the number of people who catch the flu and consequent collapse of the medical centers during the autumn and winter months. Service / Activity Way to ameliorate the Situation /Need described before. Detail the number of people or service units to be provided and the timeframe for it Example : Design a vaccine campaign and promote it. The numbers of vaccinates to give can be two thirds of the people estimated to become ill and give it in medical centers and mobile units along the two months previous to the illness time.
6. 1.3. Operating Output Results Real service level achieved. Global impact caused. Example : Number of people who actually got vaccinated along the campaign. Satisfaction expressed by both patients and doctors. Output Goals Service level expected to achieve in the activity performance. Define the expected social and economic impact in the whole community as well. They can be short, intermediate or/and long term quantitative products. Example : Provide a number of vaccinates equal to two thirds of the people estimated to become ill (which is 10.000) during two months (short term goal). This is estimated to be translated into a 5% decrease in the number of daily patients of each doctor and a higher satisfaction of the population (intermediate term goal).
7. 1.4. Evaluating Level of achievement Comparison of the the real results with the goals defined. Example : Percentage of the number of people who actually got vaccinated over the estimation set as the goal. Level of satisfaction among the population due to the vaccination measure taken. Indicators Define how to evaluate the success of the activities. Both, the results and the global impact, must be evaluated. Example : The success of the vaccination campaign can be calculated by comparing the number of vaccinates given in each one of the medical centers and mobile units and the estimations set as the goals. Two kind of surveys to patients and doctors respectively can be performed to know the increase in their satisfaction with the medical performance. Feedback Modify the activities based on the lessons learned. Example : Dedicate more economic resources to promote the vaccination campaign in a certain zone in case the level of achievement on it had been lower than in the rest.
