DESCRIPTION
ADRA International seeks resumes (CV) from qualified Chief of Party candidates for an anticipated multiyear Food Security program. Candidates who
demonstrate multisector and crosscutting experience are highly desirable.
SUMMARY
The Chief of Party (CoP) will have overall management responsibility for the implementation of the project and will be the key decisionmaker for solving
problems and ensuring the success of the project. S/he will be responsible for the management and oversight of the project, including leading the
preparation of sector work plans, monitoring project progress and timely delivery of all reporting and deliverables, ensuring performance quality, and
complying with USAID (donor) and ADRA requirements. The CoP will report to ADRA International and to the ADRA country office as needed. The CoP will
supervise all other project staff, such as the Deputy Chief of Party, the technical sector lead, the M&E team, the Finance and Accounting team, and all other
programfocused staff. When applicable, the CoP will be responsible for monitoring performance and coordinating with sub partners.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Represent the project, ADRA, and partners to stakeholders, donors, and other relevant institutions or individuals.
Ensure appropriate coordination of all subawards or subcontracts, including supporting management of these partners and ensuring reporting and
compliance with USAID and ADRA policies and requirements.
Provide programmatic vision, strategic plans, direction and leadership.
Serve as the primary liaison with USAID Mission, program partners; key local stakeholders, INGOs, the ADRA Country Office and ADRA International,
including maintaining appropriate communication and consultation.
Candidate must be highly competent in building networks/networking skills, have strong problemsolving skills, and possess ability to listen and influence,
negotiation, and other techniques, strong communication ability both written and orally.
Identify and facilitate opportunities for staff professional development
Oversee all communications and reporting to the donor and ADRA senior managers;
Monitor financial management, reporting and transactions to ensure successful programmatic accountability;
Coordinate activities for monitoring, evaluation, and reporting including drafting and reviewing quarterly or annual reports and managing the midterm and
final evaluation processes;
Supervise all local staff affiliated with the program;
Provide technical assistance to program staff as needed;
Coordinate administrative, contracting, hiring, recruiting, financial and logistical aspects of the program;
Demonstrate ability to manage a multinational and diverse staff; and
ensure the highest quality of project monitoring, evaluation, reporting and communications.
Perform other duties as assigned.
QUALIFICATIONS
Advanced degree (Master’s or higher) in international development or a relevant field;
Ten years of progressively increasing management responsibility in international development projects, previous experience as a Chief of Party or Deputy
Chief of Party is highly desirable
At least 7 years of international work experience in interacting with developing country governments, international organizations, other bilateral donors and
civil society representatives and senior level government officials is desirable.
Experience in managing Consortiums, relationships and International partners at the field level.
Experience managing a USG cooperative agreement or contract, at least five years of senior program management experience including direct supervision of
professional and support staff is desirable
Demonstrated experience and expertise in one or more of the following sectors: food security; health; nutrition; local capacity building; community
development; agricultural value chain development; village savings and loan groups; natural resource management; resilience and riskmanagement; and
gendersensitive approaches;
Excellent communicator with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the
national, provincial and district levels, service orientated NGOs, civil society organizations, donors;

Demonstrated ability to establish and sustain professional relationships with civil society organizations and host country government counterparts is desirable.
Experience with systems strengthening, capacity building, service delivery and quality improvement or policy development is desirable;
Experience in financial management, budget design, and partner management;
Experience in leading and managing large grants in a complex environment;
Capacity to build and effectively supervise a diverse and international team of partner staff, and technical experts;
Familiarity with USAID programs, their history and their development; mastery of USAID regulations governing such programs;
Experience managing sub grants and contracts under grants for complex projects;
Strong interpersonal skills with evidence of ability to communicate effectively and build relationships among staff and with partners, donors, and stakeholders;
and
Strong written and spoken English skills.
