• Important to take the national legal, social, physical,
political and economic context into account, no ‘one size fits all’!
• Stakeholder participation comes in variety and intensity
• Diversification of strategies enhances societal resilience
• All strategies are present in the studied countries, but to different
extends
• Diversification may lead to fragmentation in roles and
responsibilities
• Bridging mechanisms are necessary
